Pact seeks a Capacity Development (CD) Director for the USAID-funded Strengthening Youth and Women’s Civic Participation Activity which aims to increase collaboration, sustainability, and resilience of civil society and independent media to advance the inclusion, participation and leadership of youth and women in Sudan. The activity will apply locally led, problem-driven, adaptive approaches.     This program is in year two of an anticipated five-year activity, with a dramatic shift in the operating context in response to the onset of violent conflict in Sudan. This position will support Sudan programming from a program office in Nairobi, Kenya or Kampala, Uganda with regular travel in the East Africa region.   The Capacity Development Director is accountable for leading the Activity’s strategy for strengthening the capacity of local partners and leading the development and realization of local organizations’ resource mobilization and sustainability strategies. The director will lead a team that drives and monitors implementation of CD activities by mentoring technical teams, ensuring adherence to targets, timelines, budget management and achievement of objectives. In addition to leading the technical and contextual adaptation of Pact and partner’s CD tools and approaches to support achievement of Activity objectives and targets, the Director will be responsible for CD related resource sharing, knowledge management, best practices, cross learning, and innovations that yield sustainable CD results.

Pact seeks a Monitoring, Evaluation, and Learning (MEL) Manager for the USAID/RDMA-funded “Empowering the Truth Tellers: Asia Investigative Reporting Network Activity” (AIR Network) project, an Associate Award under the Civil Society and Media-Strengthened Together and Advancing in New Directions (CSM-STAND) leader with associates award. AIR Network aims to strengthen capacity, networking and collaboration among Asian investigative journalists and newsrooms that produce cross-border investigative reports of regional and global importance on transborder crime and corruption. The geographic scope of this program includes the countries of Southeast Asia (including Thailand, Indonesia, and the Philippines) and will take place over a period of five years.   The MEL Manager will provide strategic guidance, vision, and management for successful monitoring, evaluation and learning of the AIR Network in keeping with the principles of collaboration, learning, and adaptation as outlined in the draft Annual MEL Plan. They will lead in the development, implementation, and revision of the Annual MEL Plan. They will oversee the overall approach and all MEL activities, provide technical direction and support, ensure their functional integration across the Activity objectives and subawards, ensure the accurate and compelling reporting of results for AIR Network activities, and ensure the Activity aligns with Pact’s quality standards for MEL in close coordination with Pact’s Learning, Evidence, and Impact (LEAP) Team based in Washington, DC. Pact is seeking a Technical Program Director for the USAID-funded CSM-Stand Sudan Strengthening Youth and Women’s Civic Participation Program. The Program aims to increase collaboration, sustainability, and resilience of civil society and independent media to advance the inclusion, participation and leadership of youth and women in Sudan. The activity will apply locally led, problem-driven, adaptive approaches. This program will be starting Y2 of an anticipated five-year activity, with a dramatic shift in the operating context since the program commenced startup in Khartoum in October 2o22 and has worked to adapt to the onset of violent conflict in April 2023. This position will support Sudan programming from a program office in Kampala, Uganda (or Nairobi, Kenya) with regular travel in the East Africa region.   The Technical Program Director will report to the Deputy Chief of Party (DCOP) and will be responsible for oversight of, and support to, the team of Program Officers, all of whom will have specific responsibilities disaggregated by the technical components of the program. The project’s areas of technical engagement include gender equity and social inclusion (GESI), media and access to information, youth engagement, psychosocial support and human rights reporting. The TPD will support the Program Officers to serve as focal points for reviewing and negotiating grants mainly with local Civil Society Organizations (CSOs), developing and strengthening partnerships, and accompanying the partners as they implement their priority activities. The Technical Program Director will also be responsible for supporting Program Officers on cross cutting areas of engagement including conflict & gender sensitivity and broader civil society strengthening, S/he will contribute to training, mentoring and oversight of the Program Officers on Pact policies and procedures, donor regulations, and financial best practices related to grant making. The Program Technical Director will also be responsible for supporting the Communications team, ensuring timely inputs from the program officers, towards all program reporting outputs , including bi-weekly, quarterly and annual reporting. The Lead Technical Proposal Writer will also support the development of materials for prepositioning, such as capacity statements, and contribute to thought leadership materials that influence stakeholders in the various technical areas. While reporting to the Sr. Director, Public Business Development, the Lead Technical Proposal Writer is a member of the cross-technical Technical Writing and Editing (TWE) team and takes part in TWE meetings and initiatives.
