  Pact seeks a Chief of Party (COP) for the anticipated USAID-funded Gir’Ijambo (Have a Say) Activity, an Associate Award under the Civil Society and Media-Strengthened Together and Advancing in New Directions (CSM-STAND) Africa & Middle East and North Africa (MENA) Leader with Associates (LWA) Cooperative Agreement. This $4.2M, five-year activity will focus on strengthening civil society organizations’ (CSOs) institutional capacity and sustainability, issue small grants to select CSOs to carry out advocacy work, and support the formation and bolster existing CSO networks. The activity will focus on four separate priorities and will target youth and women CSOs engaged in human rights, individual freedoms, governance, justice, and reconciliation: (1) support capacity strengthening and issue sub-grants to local organizations engaged in civic education and advocacy for positive political engagement; (2) strengthen CSOs dedicated to promoting accountable, transparent, and responsive governance; (3) respond to trafficking in persons (TIP) and other human rights issues; and (4) support livelihood opportunities for women and youth members of select CSOs.   The position will be based in Bujumbura, Burundi, and report to the CSM-STAND Associate Awards Technical Director.   Pact seeks a Director of Grants and Contracts for the USAID-funded Strengthening Youth and Women’s Civic Participation Project. The Project aims to increase collaboration, sustainability, and resilience of civil society and independent media to advance the inclusion, participation and leadership of youth and women in Sudan. The activity will apply locally led, problem-driven, adaptive approaches. This program will be starting Y2 of an anticipated five-year activity, with a dramatic shift in the operating context since the program startup in Khartoum in October 2o22. This position will be based in Nairobi, Kenya with occasional travel in the East Africa region.    Working in close consultation with the Pact’s Washington, D.C. based Grants and Contracts Team and Global Finance Team, the Director of Grants and Contracts will oversee the full cycle grants and procurement processes, including the sub-granting or sub-contracting processes, and ensure compliance with all Pact and USAID rules and regulations. The Director of Grants and Contracts will be accountable for the Project’s compliance and contractual management, will supervise the Project’s Grants and Contracts team and will report to the Chief of Party.

Pact seeks a Finance and Administration Director for the anticipated USAID-funded Reproductive, Maternal, Newborn, and Child Health, Immunization, and Malaria (RMNCI+M) Activity in Burundi.  This position will provide oversight of all finance, operations, HR, and procurement functions on the activity. This Activity will support comprehensive RMNCI and Malaria services at health facility and community level and will strengthen the health system at the national and district levels, to:   1) Improve the delivery of high-quality RMNCI+M services across the continuum of care; 2) Promote healthy behaviors among women, youth and men, and 3) Strengthen the health system to support high-quality delivery of integrated care. It will also improve malaria case management among older children (above five years) and adults.   RMNCH+M is anticipated to be a five-year (2024-2029) cooperative agreement in the $25-49.99M range.  This position is contingent upon award; the location of this position will be determined at a later date. Pact seeks a Program Specialist for the USAID/RDMA-funded “Empowering the Truth Tellers: Asia Investigative Reporting Network Activity” (AIR Network) project, an Associate Award under the Civil Society and Media-Strengthened Together and Advancing in New Directions (CSM-STAND) leader with associates award. AIR Network aims to strengthen capacity, networking and collaboration among Asian investigative journalists and newsrooms that produce cross-border investigative reports of regional and global importance on transborder crime and corruption. The geographic scope of this program includes the countries of Southeast Asia (including Thailand, Indonesia, and the Philippines) and will take place over a five-year period. The Program Specialist will work closely with the program’s Chief of Party to support the overall management of AIR Network, including but not limited to the following duties: monitoring and implementation of program activities, liaising and coordination with program stakeholders, preparing regular reports for donors, partners, and the project’s management, provision of administrative and operational support, administration of grants, provision of technical assistance to local partners management, and monitoring of program budgets, as needed. The Program Specialist will ensure monitoring of project progress and work with the Chief of Party to take corrective action as necessary. This position will be based in Bangkok, Thailand and will report to the AIR Network Chief of Party.

The Program Officer plays a significant role in the operations of his/her assigned portfolio by coordinating, and delivering technical, management, financial, and administrative assistance and support to a country and project portfolio, and by guiding program operations teams comprised of program operation specialists and officers, in supporting their country portfolios. This position will support the Africa Program Operations team.

The Operations and Technology Officer supports the goals of Pact’s Organizational Operations and Administration team to drive operational integrity and continuous improvement as Pact seeks to be on the cutting edge of leveraging technology and agile process improvement to drive efficient and effective operations. The team accomplishes this by leveraging and promoting the use of AI and automation (e.g., Microsoft Co-Pilot and Power Platform), continuous improvement and project management approaches (e.g., Agile and Lean), and a suite of business productivity tools (with Microsoft 365 as the foundation) to ensure staff have access to the information, tools, and facilities they need to deliver on their work.   This position provides a unique opportunity to be exposed to, work on, and take leadership over a wide variety of operations functions at a leading international NGO. Candidates are not expected to have deep knowledge and experience in all of the areas listed below; an ideal candidate has the ability and passion to quickly and independently learn new skills and technology and to teach these new skills and technology to colleagues.

The Finance Officer is responsible for managing all aspects of finance and accounting in the Uganda office, including: monitoring the design and ongoing implementation of effective accounting procedures and strong financial internal controls, ensuring the accuracy, consistency, and compliance of the field office monthly financial reports; ensuring financial management and accounting policies and procedures are up to date and in compliance with Pact’s, donors and the requirements of local regulation; ensuring that all staff are trained and understand financial management and accounting policies and procedures; ensuring proper document maintenance and file retention; and, participating in the development of budget and budget narratives as needed. This position reports to the Finance Director.

The Senior Internal Audit Officer will execute compliance and Internal Audit reviews of CSM Stand projects within established organization process controls.  The Senior Officer will develop formal written reports to communicate compliance and audit results to Pact management and regulatory agencies, if applicable, and make recommendations as appropriate. The Senior Officer may facilitate the work of external auditors during on-site visits.

The Director of Finance and Operations for the Dominican Republic office is responsible for overall financial management of the projects and ongoing administrative and operational support for its implementation, including the budget execution of the sub-partners. He/She will manage and oversee the projects’ grants, and procurement activities, ensuring compliance with donor policies, procedures, and regulations. In addition to directing the effective logistical coordination of projects activities, he/she will oversee the use of financial resources, accounting, expenditures, and the preparation of financial reports. He/she will ensure that the application of logistics, financial and procurement policies are consistent with United States Government regulations, local laws and Pact policies. He/she is responsible for the financial monitoring of the implementing partners, ensuring that the budget execution is in accordance with the approved budget, and complies with the established policies, regulations and procedures from the signing of the agreement until the closing

  Pact, Inc. seeks a Communications Specialist for the USAID/Mali-funded Basikini Tagne KunafoniActivity. This two-year, information integrity project aims to enhance publicly available content that provides timely, relevant, and accurate information to Malian citizens through data-driven approaches that promote media literacy, mitigate harm from inaccurate information, and optimize the reach of quality information.   The Communications Specialistis responsible for overall communication and knowledge management related to the project. The successful candidate will support the production and dissemination of social media content, interacting via social media with media networks and other social media-based influencers. Providing cross-cutting support for the team, the successful candidate will ensure that all communications requirements set by the donor and Pact are fulfilled completely.  This role is in Bamako, Mali and will report to the Chief of Party.

  Pact, Inc. seeks aMonitoring, Evaluation, Research and Learning (MERL)Specialist for the USAID/Mali-funded Basikini Tagne KunafoniActivity. This two-year, information integrity project aims to enhance publicly available content that provides timely, relevant, and accurate information to Malian citizens through data-driven approaches that promote media literacy, mitigate harm from inaccurate information, and optimize the reach of quality information.   The MERL Specialistwill support the MERLManager in the coordination of monitoring and reporting by Activity partners and subgrantees and will assistthe MERL Manager in monitoring sub-grantees to ensure compliance with the Activity’s monitoring, evaluation, and learning plans.   The MERL Specialist will further support the MERL Manager to bring Activity learning into the larger learning agenda through pause and reflect sessions and will be responsible. The successful candidate will support indicator development, monitoring, and reporting as mandated by the Annual Monitoring, Evaluation and Learning Plan (AMELP).   This role is in Bamako, Mali and will report to the MERL Manager.

The purpose of the Activity is to support USAID/Cambodia efforts to ensure that local actors are leading Cambodia’s development. Primary services under the prospective activity will cover the three categories: support for Mission staff to improve local partnership; monitoring, evaluation and learning; and capacity strengthening for local actors. This is anticipated to be a five-year activity (2024-2029).   The COP will supervise all activities related to this program and have overall responsibility for the technical assistance team's successful performance. The COP will provide strategic leadership and bear primary responsibility for all administrative requirements of the award, ensuring that quarterly key performance indicators, objectives, and deliverables for the project are met.              The COP will be accountable for ensuring the project follows USAID regulations, the contract, and Pact policies. The COP will serve as the official representative of Pact for this activity and be primarily responsible for liaising with high-level USAID and government officials, and forging alliances with a myriad of businesses, organizations and stakeholders and managing multiple offices. The purpose of the initiative is to equip Cambodians with job skills tailored to sectors that are driving inclusive and sustainable growth and economic diversification by working directly with and through local partners such as private businesses, universities and vocational training institutions. The initiative will prepare Cambodia’s emerging workforce with the skills and knowledge that will allow them to compete for and thrive in the jobs of tomorrow. Employ will also emphasize improving the capabilities of women and youth in science, technology and innovation, concentrating on areas like the green economy, STEM-related fields, digital technology and manufacturing.   The COP will be responsible for technical leadership and the overall management and operations of the Activity as well as Pact Cambodia office. The COP will supervise high-quality project implementation, with a focus on achieving the project goals and USAID/Cambodia development objectives. The COP will supervise all activities related to this program and have overall responsibility for the technical assistance team's successful performance.   The COP shall provide strategic leadership and bear primary responsibility for all administrative requirements of the initiative, ensuring that the quarterly key performance indicators, objectives, and deliverables for the project are met. He/she will be responsible for ensuring the project follows USAID regulations and Pact policies. The COP will be the official representative of the initiative and be primarily responsible for liaising with high level USAID and government officials, and forging alliances with a myriad of businesses, organizations and stakeholders and managing multiple offices.   The Chief of Party will also serve as the Country Representative. Pact is seeking an experienced Grants & Contracts Manager to oversee a significant sub-grants portfolio for USAID-funded program in El Salvador that focuses on strengthening the organizational and technical capacities of civil society. Reporting to the Deputy Chief of Party (DCOP), the Grants & Contracts Manager will oversee the full cycle of sub-award administration and management activities, ensuring compliance with USAID rules and regulations and other USG guidelines. S/he will support Activity staff and partners through targeted training on grant application processes and grant management. S/he will coordinate closely with the technical team and finance and administration team, as well as supervise and mentor additional sub-grants staff.

Pact seeks a Capacity Development (CD) Director for the USAID-funded Strengthening Youth and Women’s Civic Participation Activity which aims to increase collaboration, sustainability, and resilience of civil society and independent media to advance the inclusion, participation and leadership of youth and women in Sudan. The activity will apply locally led, problem-driven, adaptive approaches.     This program is in year two of an anticipated five-year activity, with a dramatic shift in the operating context in response to the onset of violent conflict in Sudan. This position will support Sudan programming from a program office in Nairobi, Kenya or Kampala, Uganda with regular travel in the East Africa region.   The Capacity Development Director is accountable for leading the Activity’s strategy for strengthening the capacity of local partners and leading the development and realization of local organizations’ resource mobilization and sustainability strategies. The director will lead a team that drives and monitors implementation of CD activities by mentoring technical teams, ensuring adherence to targets, timelines, budget management and achievement of objectives. In addition to leading the technical and contextual adaptation of Pact and partner’s CD tools and approaches to support achievement of Activity objectives and targets, the Director will be responsible for CD related resource sharing, knowledge management, best practices, cross learning, and innovations that yield sustainable CD results.    

Pact seeks a Technical Director for the anticipated USAID-funded Madagascar Accessible Continuum of Care and Essential Services Sustained (ACCESS) follow-on, which aims to (i) increase the availability of quality health services, (ii) improve health infrastructure, (iii) strengthen the capacity of the Malagasy health system, and (iv) promote healthy behaviors among Malagasy communities. Pact seeks an experienced Senior Technical Advisor-Transition and Sustainability for the five-year (2023-2028) USAID Zambia Integrated Health Activity. USAID Zambia Integrated Health aims to improve health outcomes of Zambians through equitable access to high-quality, client-centered HIV; TB/HIV; maternal, newborn, and child health (MNCH); and family planning/reproductive health (FP/RH) services, products, and information to reduce mortality, morbidity, and HIV transmission for populations in focus districts in Central, Copperbelt, and North-Western provinces. Led by Pact, USAID Zambia Integrated Health is implemented partners, CIDRZ; COH, CRZ, m2m, Viamo, and ZNYP+. The Senior Technical Advisor-Transition and Sustainability will provide technical leadership for USAID Zambia Integrated Health’s third component area: Increasing capacities of the Provincial and District Health Offices (PHOs/DHOs) to gradually transition direct service delivery of quality integrated health services and sustain services beyond Activity implementation.
