The IPC/MNCH Technical Manager provides specialized technical leadership and day-to-day quality assurance for infection prevention and control (IPC), maternal, newborn, and child health (MNCH) service readiness, and the integration of outbreak readiness into the existing MNCH community-to-facility pathway. The position supports the design, implementation, monitoring, and continuous improvement of ACHIEVE's IPC and MNCH activities, ensuring alignment with global standards, evidence-based practices, and project objectives. The role will strengthen infection prevention and control, facility readiness, health worker and community capacity, risk communication, early identification and referral, supportive supervision, quality improvement, and data use, while coordinating closely with MoH/RBC, district health authorities, health facilities, and other partners to ensure alignment with national guidelines, effective implementation, and sustained MNCH outcomes. 

The postholder works directly with district health authorities, health center teams and community structures, provides day-to-day technical support to the field teams. It is a mid-level management position focused on operational delivery and technical quality. 

• Provide technical guidance and day-to-day quality assurance support for IPC, MNCH, and emergency preparedness activities. 

• Support implementation of evidence-based approaches to strengthen maternal, newborn, and child health service readiness and quality of care. 

• Provide technical assistance and capacity development support to implementing partners to integrate infection prevention and control and emergency preparedness practices into routine MNCH service delivery. 

• Monitor implementation progress and support timely achievement of project objectives, indicators, and deliverables. 

• Support development, adaptation, and dissemination of technical tools, standards, job aids, training materials, and quality improvement resources. 

• Conduct technical reviews of project deliverables, training curricula, reports, assessments, and implementation plans to ensure technical quality and consistency. 

• Support facility- and community-level assessments of service readiness, IPC practices, outbreak preparedness, and quality improvement efforts. 

• Contribute to routine monitoring, learning, and documentation of project achievements, lessons learned, and promising practices. 

• Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed. 

• Maintain working-level liaison with district health authorities and sub-recipient field teams; through participation in technical working groups as delegated 

• All other duties as assigned 

• Masters’s degree and 7+ years relevant experience or equivalent combination of education and experience.
• Knowledge of global technical standards and guidance related to IPC, MNCH, and health emergency preparedness.
• Demonstrated expertise in infection prevention and control, maternal, newborn, and child health, and/or epidemic and pandemic preparedness and response.
• Experience supporting U.S.-donor funded health programs

• Bachelor's degree in public health or nursing or a related discipline
• Experience with NGO, PEPFAR, U.S. Department of State or other donor-funded health programs
