The Business Development Manager is responsible for identifying, leading, and securing new funding from a variety of sources, including US Government, bilateral agencies, multilateral agencies, foundations, and corporations to achieve or surpass new business and fundraising goals. While the Business Development Manager works across all funder types, significant experience successfully leading proposals and bids for USG opportunities — including full-cycle capture, positioning, and submission — is strongly preferred. The Business Development Manager brings expert understanding of clients/donors, industry trends, country contexts, and competitive landscapes to advise on new business pursuits. In collaboration with the Business Development team, the Business Development Manager works closely with overseas staff, consultants, Regional Directors, Country Directors, and technical experts, as well as DC-based technical leaders to develop and execute Pact’s business development strategy across all funder types. They lead the preparation and management of proposals, including contracts, global projects, and co-creation and contribute to research and trends analysis of donor funding. With expert knowledge to align Pact’s new business and fundraising goals with diverse funder priorities, the Business Development Manager provides overall leadership to proposal teams, while also ensuring quality assurance and compliance of proposal submissions. Some international travel is possible; length of travel will range from 1-3 weeks at a time. The position reports to the Public Business Development Sr. Director.
