The purpose of this engagement is to supplement Pact’s existing expertise with senior – level , multi-multisector experience and strategic insight that will strengthen Pact’s responsible-mining portfolio, positioning, and partnerships. Drawing on experience working in or overseeing programs involving mining communities, governments , the private sector, and multistakeholder initiatives the advisor will help Pact deepen relationships and communicate its responsible-mining capabilities effectively to bilateral, multilateral, and private-sector stakeholders . This advisory engagement will build up Pact's existing strategy technical expertise and relationships.
The advisor should have a strong understanding of the relationship between artisanal and small-scale mining (ASM) and large-scale mining (LSM). Recommendations should reflect – and when appropriate be developed in consultation with—the needs and interests of mining and other affected communities. All advice must align with Pact’s commitment to locally led development and Pact’s market-based approach to ASM formalization. Given the advisory nature of this engagement, deliverables are streamlined and focus primarily on strategic advice,, relationships development, and actionable guidance rather than written products.
Period of Performance, Level of Effort & Compensation
The period of performance is September 1 – December 30, 2026. This is a part-time, level-of-effort engagement. The consultant will invoice against actual time worked at their agreed hourly rate, and no payment will exceed the not-to-exceed ceiling without a written modification to this Scope of Work. Any continuation or expansion of the engagement beyond this period or ceiling will be addressed through a separate agreement.
Maximum level of effort: up to 130 hours during the period of performance. The Consultant may not exceed the approved level of effort or financial ceiling without Pact’s prior written authorization through a formal modification.
