The Monitoring, Evaluation, and Learning (MEL) Director provides strategic leadership, vision, and oversight for the program’s monitoring, evaluation, learning, data management, analytics, and performance measurement functions. The MEL Director leads the development and implementation of MEL systems that ensure data quality and accountability, strengthen programme performance, and generate timely evidence to inform strategic and operational decision-making.
The MEL Director provides technical leadership across Pact and sub-awardee MEL functions, ensuring the strategic and functional integration of MEL activities across the program. Working closely with program teams, sub-awardees, government stakeholders, the funder, and Pact’s global MEL team, the Director leads the analysis, interpretation, and use of programme data to identify trends, performance gaps, emerging risks, and opportunities for programme improvement.
The MEL Director oversees the accurate and timely reporting of programme results; promotes organisational learning, collaborating, learning, and adapting (CLA), and adaptive management; and ensures compliance with applicable donor requirements, data-protection obligations, ethical standards, and Pact quality standards.
