Pact seeks an experienced Chief of Party to lead the implementation of an anticipated donor-funded Project. The project aims to improve mining sector governance and strengthen regulatory policies and practices in the mining sectors of DRC, Rwanda, Uganda, and Burundi, to counter illicit activities in minerals production, trade, and export that undercut U.S. companies and/or U.S. access to critical minerals. The project will improve transparency and licit trade, promote trusted ICT infrastructure technology deployment, enforce licit finance, and promote responsible investment exemplified by U.S. investors. This position is contingent upon award.
The Chief of Party will be responsible for overall leadership of the project and for the management and operations of project activities. The Chief of Party will supervise high-quality technical implementation and project delivery, with a focus on achieving project goals and donor objectives. The Chief of Party will coordinate activities across all relevant stakeholders, including the donor, senior diplomatic officials, host-country government authorities, implementing partners, community-based organizations, and the private sector. They will ensure an adaptive, evidence-based, and collaborative approach to project management. Ultimately, the Chief of Party will be responsible for ensuring that project results are met or exceeded on time and within budget.
This is expected to be a four-year activity and position based in Kinshasa, DRC, with frequent travel in the Great Lakes region (Uganda, Rwanda and Burundi).
