Department

Private Sector Engagement (PSE) - Pact’s Private Sector Engagement (PSE) team leads and supports the development of partnerships with private sector entities, including corporations and foundations. PSE works with technical leads and country office staff across Pact to develop and shepherd project opportunities and design from positioning to successful project implementation. The PSE team also provides innovative private sector engagement technical assistance to our projects and partners. The PSE team is part of a larger Business Development team and collaborates with business development colleagues focused on work with public sector funders.

Position Overview

The consultant will provide support across the business development lifecycle, including pre-positioning, proposal design, management, writing, and packaging. Applicants should review the Scope of Work carefully and ensure that their application clearly demonstrates relevant experience and technical capability to complete the required tasks and deliverables.

 

Duration of Assignment

 

July 13 – December 11, 2026, up to 35 hours per week

 

All applicants must be eligible to work and receive payments in the country where services are performed and must not appear on any U.S. Government or United Nations sanctions or debarment lists.

Key Responsibilities

  • Lead pre-positioning with technical experts
  • Build and manage relationships with international and local partners
  • Manage proposals and provide quality assurance, such as facilitating bid conversations, organizing gate reviews, and ensuring that proposals meet funder requirements
  • Facilitate design sessions and draft proposal outlines
  • Write proposal sections, such as management plans and capability statements
  • Coordinate inputs from proposal teams members and partners; ensure that proposal deadlines are met
  • Collaborate with pricing leads in reviewing budgets to ensure alignment with technical proposal and in copyediting budget narratives
  • Conduct final editing and formatting for proposals to ensure responsiveness to solicitation requirements and evaluation criteria
  • Package high-quality proposals, including annexes and other attachments, for submission at least 48 hours before funder due dates

Basic Requirements

  • At least 10 years of business development experience, with at least 5 years managing proposals
  • Experience developing proposals for S. Government, especially USAID, U.S. Department of State, and U.S. Department of Labor, as well as other bilateral donors and multilateral institutions
  • Experience in at least one of Pact’s technical areas in an international development context
  • Attention to detail and ability to meet rapid deadlines
  • Strong written and oral communication skills

Preferred Qualifications

  • Experience with foundations and corporate funders
