Position Overview

The Grants, Administration, and Logistics Officer will provide effective and efficient subaward management, logistics, and administrative support for implementation of the Madini Safi project in the Democratic Republic of the Congo (DRC). Madini Safi is funded by the U.S. Department of Labor’s Bureau of International Labor Affairs (DOL/ILAB) and implemented by Pact. The project aims to address child labor and strengthen systems and partnerships that support sustainable, community-based solutions in targeted mining communities in DRC.

The Grants, Administration, and Logistics Officer is responsible for the full subaward cycle from pre-award through closeout, with a focus on regulatory compliance, risk mitigation, and enforcement of Pact’s policies and procedures. The role also supports project logistics and office administration, including coordination of travel, meetings, workshops, records, and operational follow-up, and works closely with the technical, finance, procurement, and operations teams. This position will be supervised by the Finance and Operations Manager.

Key Responsibilities

  • Oversee the timely and accurate use of Pact's subaward management system (Salesforce) and accounting system (Business Central) for subaward issuance and management. Ensure all required documentation is available and stored per Pact policy.
  • Lead pre-award due diligence and risk assessment of prospective subawardees, including review of organizational and representative documentation, identification of business risks, and recommendation of appropriate special terms and conditions.
  • Prepare, coordinate, and review complete subaward packages—including agreements, budgets, scopes of work, and compliance documentation—for internal review and DOL/ILAB approval, ensuring allowability, reasonableness, and compliance with donor and organizational requirements.
  • Negotiate and administer subawards and related agreements, provide guidance on implementation issues, and serve as a key point of contact for partners on Pact and donor requirements.
  • Oversee compliance with terms and conditions of awards
  • Assist with the resolution of internal/external audit findings.
  • Provide policy guidance and interpretation for program staff, grantees and sub-contractors to ensure they understand all requirements and can fully comply with donor standards.
  • Coordinate subaward management across the project by supporting planning and implementation discussions; reviewing proposal budgets for cost realism, compliance, invoicing implications, and business risks; coordinating subaward negotiations and approvals; and monitoring reporting, payment, and documentation requirements throughout the award lifecycle.
  • Support project logistics and administration by coordinating travel, meetings, workshops, records, trackers, and other operational arrangements, and by working closely with program, finance, procurement, and operations staff to ensure timely implementation support.
  • Ensure full compliance with procurement and supply procedures in line with Pact’s Operations Manual and donor requirements.
  • Perform all work safely and maintain a safe working environment.
  • Perform other duties as assigned.

Basic Requirements

  • Master's degree and 5+ years relevant experience or equivalent combination of education and experience
  • University Degree or equivalent in Economics, International Relations, Management, Social Sciences, Social Development, Law or other relevant areas.
  • At least 5 years of professional experience in subaward administration, grants management, operations, administration, logistics, or related support functions, preferably with an NGO or donor-funded project.
  • Experience supporting international technical assistance or development programs is highly desirable.
  • Working knowledge of the subaward or grants management cycle.
  • Working knowledge of U.S. Government donor rules and compliance requirements, preferably including DOL/ILAB-funded projects.
  • Experience supporting subawards under donor-funded projects, including documentation, prior approval processes, reporting, compliance tracking, and file maintenance.
  • Ability to work effectively across teams and maintain professional, fair, and organized coordination with internal staff, partners, and service providers.
  • Working knowledge of the subaward or grants management cycle.
  • Working knowledge of U.S. Government donor rules and compliance requirements, preferably including DOL/ILAB-funded projects.
  • Experience supporting subawards under donor-funded projects, including documentation, prior approval processes, reporting, compliance tracking, and file maintenance.
  • Ability to work effectively across teams and maintain professional, fair, and organized coordination with internal staff, partners, and service providers.

Preferred Qualifications

  • USG experience supporting the subaward operations of the project is desirable.
