Position Overview

The Grants Manager will provide effective and efficient sub-awards management and administration working with partner organizations in support of the roll out of the ACHIEVE Liberia project. ACHIEVE is a global project funded through the U.S. Department of State and implemented by Pact. ACHIEVE Liberia addresses maternal and child health gaps and supports the Government of Liberia to improve maternal and child health outcomes by improving quality of care, access to services, data systems, and human resources for MCH services. The activity will support the availability of and access to quality lifesaving maternal, newborn, and child health services, and enhance health workforce capacity.

The Grants as Manager is responsible for the entire cycle of an award process from pre-award to close-out focusing on regulatory compliance, assessment, and mitigation of business risks, and enforcement of Pact’s policies and procedures. This role will contribute to subaward administration and will be expected to heavily coordinate with the ACHIEVE technical team and procurement team. This position will be supervised by Finance and Operations Director.  

Key Responsibilities

  • Oversee the timely and accurate use of Pact's subaward management system (Salesforce) and accounting system (Serenic Navigator) for subaward issuance and management. Ensure all required documentation is available and stored per Pact policy.
  • Conduct risk assessment of potential subawardees, including collecting and analysing documentation to determine special subaward terms and conditions.
  • Conduct due diligence on subawardees and subawardees’ representatives as part of the pre-award assessment.
  • Prepare and coordinate the development of complete subaward packages (agreement, budgets, SOWs, and compliance documentation) for submission and approval by U.S. Department of State (DOS), ensuring full compliance with donor and organizational requirements.
  • Review subaward budgets for reasonableness and allowability during the creation stage.
  • Negotiate terms and conditions and their documentation for sub-grants and contracts.
  • Provide guidance on issues that arise during grant and sub-contract program implementation.
  • Oversee compliance with terms and conditions of awards
  • Assist with the resolution of internal/external audit findings.
  • Provide policy guidance and interpretation for program staff, grantees and sub-contractors to ensure they understand all requirements and can fully comply with donor standards.
  • Provide input to formative discussions with other project units on project planning and implementation with focus on special grant compliance issues and sub-award management; reviews proposal budgets for cost realism, regulatory compliance, indirect cost rate recovery, invoicing implications, and business risks; and coordinates review and negotiation of subawards, including scope of work, budget, payment provisions, reporting requirements and special terms and conditions
  • Conduct compliance review of grants, subcontracts and procurements under the assigned project.
  • Oversee and coordinate sub-awardee assessments, cost and price analysis and facilitate the communication of the needed information to obtain donor approval.
  • Supervise scheduling reporting requirements and payments for new grants.
  • Check analysis of the grants’ budgets and expenditure reports.
  • Arrange review of narrative and financial reports.
  • Ensure timely delivery of information for contractual reporting purposes under the prime award.
  • Train Pact’s subawardees on funder requirements, restrictions and regulations as needed to make sure sufficient and compliant performance and reporting is conducted.
  • Serve as the Point of Contact for Pact’s subawardees for questions, clarifications and interpretations of Pacand funder policies and regulations.
  • Perform all work safely and maintain a safe working environment.
  • Pefrorm other duties as assigned. 

Basic Requirements

  • University Degree or equivalent in Economics, International Relations, Management, Social Sciences, Social Development, Law or other relevant areas.
  • Seven or more years’ experience in the areas of NGOs subaward management. At least 5 years working experience with international technical assistance programs.
  • Proven understanding of awards management cycle
  • Working knowledge and understanding of USG rules and regulations
  • Experience managing subawards under USG funds including facilitating prior approvals, subaward reporting, risk assessment, risk mitigation, documentation requirements and other actions needed under USG funded projects.
  • Experience working within complex networks and addressing issues of internal management, dispute resolution, and fair and transparent decision-making
  • Excellent organisational skills and ability to manage a complex workload and deadlines
  • Demonstrated ability to manage – independently and as a team member – a wide range of people, situations and languages
  • Excellent interpersonal skills and ability to work collaboratively on a wide range of issues
  • Highly effective administration skills including computing, word processing and internet use.
  • Ability to patiently and diplomatically forge consensus between diverse stakeholders on grant making issues
  • Pro-active, fast-thinker, and able to work with minimal supervision
  • Must be a Liberian national with fluency in English (written and spoken)
  • Must be in possession of a valid Liberian driver’s license

Preferred Qualifications

  • USG experience supporting the subaward operations of the project is desirable.
