Position Overview

The Finance Officer will support the day-to-day financial tasks of the ACHIEVE Liberia project. ACHIEVE is a global project funded through the U.S. Department of State and implemented by Pact. ACHIEVE Liberia addresses maternal and child health gaps and supports the Government of Liberia to improve maternal and child health outcomes by improving quality of care, access to services, data systems, and human resources for MCH services. The activity will support the availability of and access to quality lifesaving maternal, newborn, and child health services, and enhance health workforce capacity. 

 

Reporting to the Finance Manager, the Finance Officer will be responsible for recording  of expenses liquidations, process procurement and sub-grants payments, process travel advances for field staff, in compliance with financial and accounting rules and regulations, and other daily finance tasks.

 

Key Responsibilities

  • Ensure that disbursements are reviewed for allowability and properly allocated to the projects. 
  • Ensure that all financial transactions are timely recorded in the system and in accordance with Generally Accepted Accounting Practices (GAAP) supported by relevant and verifiable source documents. 
  • Support the preparation of monthly financial report package to DC office as per the deadlines, and documenting the monthly review of the financial performance of those activities under his/her oversight (including monitoring of cash balances, aging receivables and payables, etc.)   
  • Ensure that monthly account reconciliations are performed, and appropriate plans are put in place and executed, as applicable, to resolve unreconciled differences. 
  • Work closely with the Finance team to ensure compliance and effective and proactive fiscal management; 
  • Carry out appropriate internal control for effective and efficient utilization of Pact resources. 
  • Maintain sufficient and appropriate financial files for cash deposits, payments and journals according to generally accepted accounting practices and Pact standards. 
  • Support the project payroll and statutory remittances as required by the law in country; 
  • Process vouchers for all bank transactions  
  • Manage petty cash payments  
  • Review and calculate travel advances of staff  
  • Coordinate review of Pact’s financial and audit reports; 
  • Assist with annual auditing process 
  • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed. 
  • All other duties as assigned 

Basic Requirements

  • Degree in Accounting, Finance, Business Administration or equivalent, 3+ years of experience on similar position; ,
  • Knowledge of USG rules, regulations, and policies 
  • Working proficiency of English (oral, writing and reading); 
  • Knowledge of Liberian and international accounting standards, tax, financial and labor laws; 
  • Experience with enterprise accounting software and Microsoft office. 
  • Excellent organizational skills ; 
  • Excellent organizational skills and ability to manage a complex workload and deadlines; 
  • Excellent written and spoken English. 
  • Ability to travel through Liberia. 

Preferred Qualifications

  • Knowledge of USG rules, regulations, and policies.
