Position Overview

Pact is initiating a new activity in Liberia as part of the ACHIEVE project, a global project funded through the U.S. Department of State. The activity in Liberia will align with ACHIEVE’s overall strategic objectives which include achieving and maintaining HIV/AIDS epidemic control among pregnant and breastfeeding women, infants, children, and adolescents and improving integrated maternal, newborn, and child health (MNCH) and nutrition services. ACHIEVE’s Liberia MNCH activity will support the Government of Liberia to address existing MNCH gaps, improve maternal child health outcomes, and support interventions and priorities that will improve availability of and access to quality lifesaving MNCH services, and enhance health workforce capacity 

 

The Data Visibility Advisor provides technical leadership and handson support for strengthening data quality, data visibility, and routine use of MNCH data for decisionmaking across county, district, and facility levels. This role is central to ACHIEVE Liberias efforts under Objective 1 to institutionalize highquality HMIS reporting, data validation, visualization, and data use practices within existing Ministry of Health systems. The Data Visibility Advisor supports and supervises countybased Data Visibility staff and works closely with the project technical and MEL teams, Ministry of Health counterparts, and implementing partners to ensure that routine data informs program management, accountability, and continuous quality improvement. 

Key Responsibilities

  • Lead the design and implementation of data visibility approaches that strengthen routine HMIS data entry, validation, analysis, visualization, and use for decisionmaking at facility, district, and county levels, in alignment with national systems. 
  • Supervise a team of county-based data visibility staff responsible for providing technical assistance to MOH cadres implementing data visibility activities at county, district, and facility levels. 
  • Provide technical guidance to ensure timely, complete, and accurate capture of MNCH service delivery data within Liberia’s HMIS/DHIS2 platform.  
  • Support implementation of routine data quality checks, verification exercises, and audits, including followup on identified gaps and corrective actions.  
  • Lead the adaptation and use of standardized dashboards and data visualization tools to support interpretation and use of routine MNCH data by facility, district, and county teams.  
  • Facilitate and support monthly data review meetings at facility, district, and county levels, ensuring that data are translated into actionable insights, documented action plans, and followup 
  • Strengthen linkages between data review, Joint Integrated Supportive Supervision (JISS), and MNCH quality improvement processes to reinforce accountability and performance improvement.  
  • Support increased data visibility from private health facilities, in coordination with Ministry of Health counterparts, to improve completeness of MNCH reporting and situational awareness.  

 

Capacity Strengthening and Collaboration 

  • Provide ongoing mentorship, coaching, and onthejob capacity strengthening for countybased Data Visibility staff and Ministry of Health staff on data quality, analysis, visualization, and use.  
  • Work closely with County Health Teams (CHTs), District Health Teams (DHTs), and facility staff to institutionalize data responsibilities within existing roles, SOPs, and supervision structures.  
  • Work closely with the Sr. MEL Manager to ensure that the county-based data visibility staff collect performance data for ACHIEVE’s internal monitoring and reporting processes. 
  • Collaborate with technical, program, and MEL colleagues to ensure data visibility efforts inform program implementation, adaptive management, and reporting. 
  • Coordinate with other MNCH partners and donors engaged in data systems strengthening to ensure alignment, avoid duplication, and promote harmonized approaches.  

 

Reporting and Compliance 

  • Contribute to accurate and timely donor and government reporting by supporting data analysis, visualization, and review of performance data related to MNCH indicators.  
  • Ensure compliance with national, donor, and Pact data governance, data ethics, and data security requirements, including human subjects’ protection and data quality standards. 
  • Perform other duties as assigned by the Technical Director to support overall data use for project performance. 

 

Basic Requirements

  • Bachelor's degree and 9+ years' relevant experience or equivalent combination of education/experience, including 4 years of management experience 
  • Minimum of 7 years of experience in monitoring, evaluation, data systems, or health information systems, with a strong focus on routine HMIS data in Liberia.  
  • Demonstrated experience strengthening data quality, data visualization, and use of routine health data for decisionmaking at subnational levels.  
  • Practical experience working with Liberia’s HMIS/DHIS2 system and Ministry of Health reporting structures.  
  • Experience supporting or supervising fieldbased staff and providing onthejob coaching and mentorship.  
  • Strong skills in data analysis, interpretation, and presentation of findings for nontechnical audiences.  
  • Excellent written and verbal communication skills in English.  
  • Willingness and ability to travel regularly to counties and health facilities. 

Preferred Qualifications

  • Experience working directly with County Health Teams and District Health Teams on institutionalizing routine data review and use.  
  • Experience supporting integration of data use into supportive supervision and quality improvement processes.
