Technical Program Manager, ACHIEVE Rwanda

Reporting to the ACHIEVE Rwanda Project Director, the Technical Program Manager provides technical expertise in the implementation of lifesaving activities to improve case identification, linkage to Antiretroviral Therapy (ART), adherence, and viral load suppression among children and adolescents living with HIV (C/ALHIV), pregnant and breastfeeding women (PBFW), HIV-Exposed Infants (HEI) and HIV-positive caregivers. The Technical Program Manager strengthens case management through technical assistance to the subawardees, conducts periodic learning reviews, interacts with government counterparts and the Rwanda network of people living with HIV (RRP+) to ensure that project activities are informed by evidence and implemented with quality.

• Ensure high-quality technical programming through technical assistance and supportive supervision to subawardees, engagement with stakeholders and Government of Rwanda, and use of data for decision-making to maximize impact on program participants.
• Provide technical assistance and coaching to the local subawardees for HIV clinical continuum for C/ALHIV, PBFW, HEI, and HIV-positive caregivers, aligning with PEPFAR and in-country HIV strategies.
• Provide regular onsite support and guidance to the subawardees on the delivery of lifesaving activities to the recommended standards and donor requirements.
• Facilitate coordination with other in-country initiatives and government agencies to strengthen community-based and clinical care and linkage support for PLHIV.
• Work closely with the MEL team to review program data, identify gaps, and propose corrective actions.
• Represent ACHIEVE in technical working groups organized by government with other USG-funded partners for technical engagement, experience sharing, and learning.
• Contribute to the development of project work plans, quarterly and annual reports, and bi-weekly presentations summarizing project results.
• Facilitate periodic learning reviews and pause-and-reflect sessions with the subawardees, government counterparts and RRP+ to ensure that project activities are informed by evidence and evolving context.
• Play critical role in contributing to the stakeholders’ engagement (such as Ministry of Health/Rwanda Biomedical Center, RRP+ and other structures) to plan for the transition of vulnerable children HIV services to government and other local actors for local ownership and sustainability.

• Master's degree with six (6) years work experience or bachelor's degree with at least eight (8+) years work experience
• At least four (4+) years management experience
• A Minimum of 5 years’ experience in the design and implementation of HIV programs and in technical leadership positions.
• Demonstrated strong technical knowledge and experience in the following areas: delivery of HIV services to vulnerable populations at the community and household level, clinical HIV services, OVC case management, family-centered care models, psychosocial support.
• Experience supporting complex PEPFAR-funded projects and familiarity with PEPFAR lifesaving activities guidance.
• Excellent written and oral communication skills as well as strong public presentation skills, including the ability to represent the project to key stakeholders.
• Experience successfully managing a team.
• Demonstrated ability to establish and sustain interpersonal and professional relationships with PEPFAR, Government of Rwanda, implementing partners, and local civil society organizations in Rwanda.
• Strong writing and oral presentation skills, including fluency in English and Kinyarwanda.

• Master’s degree in public health, general medicine or other related disciplines.
• Experience overseeing and coordinating with international field offices preferred.
