Position Overview

Under the framework of the upcoming Skills for Youth Employability, Entrepreneurship and Empowerment in the Kingdom of Eswatini (S4YEEE) project, we are seeking five (5) qualified and motivated Technical Officers to support the enhancement of Technical Vocational Education and Training (TVET) and the implementation of Active Labor Market Measures (ALMM). These positions are central to strengthening youth employability, entrepreneurship, and empowerment through targeted skills development and labor market interventions. Two (2) Officers will be based in the capital city of Mbabane, while three (3) Officers will be based regionally in Lubombo, Manzini, and Shiselweni.

  • Two of the Officers will focus on the development or improvement of occupational health standards, curricula, delivery of vocational training programs, and cooperation with the private sector.
  • Two of the Officers will focus on the development or improvement of career guidance, counselling, and/or job matching services.
  • One of the Officers will focus on the development or improvement of vocational training programs or active labor market measures to promote equal participation of women and other disadvantaged groups, including people with disabilities.

All candidates should possess a strong background in vocational education, workforce development, or labor market programming, with demonstrated experience in multi-sectoral collaboration and youth-focused interventions.

These positions are contingent upon award.

 

Key Responsibilities

  • Will advise partners and beneficiaries of the project on planned measures
  • Will manage and support the implementation of measures assigned to them by the team leader
  • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed
  • All other duties as assigned

Basic Requirements

  • Bachelor’s degree and 6+ years relevant experience or equivalent combination of education and experience.
  • Other local education and experience: 10 years of post-graduate professional experience in the Kingdom of Eswatini
    Additional Qualifications:
  • University degree (e.g. ‘Master’s degree’, German Diploma or equivalent) in business administration, economics, vocational education and training, industrial relations, engineering or other field relevant to the sectors of TVET and ALMP.
  • A Knowledge of Siswati C-2 level, and English C1-level in the Common European Framework of Reference for Languages
  • 5 years of professional experience in either of the sectors: vocational education and training, active labour market policies/measures, youth employment promotion, private sector development.

Preferred Qualifications

  • EITHER 2 years of professional experience in development or improvement of occupational standards, curricula, delivery of vocational training programmes, and cooperation with the private sector
    OR 2 years of professional experience in development or improvement of career guidance, counselling, job matching services
    OR 2 years of professional experience in development or improvement of vocational training programmes or active labour market measures to promote equal participation of women and other disadvantaged target groups, including persons with disabilities, in vocational training and the labour market
  • 2 years of experience in development cooperation projects in an advisor or consultant capacity in a project or as responsible project manager in a government organisation (Ministry, Agency, subordinate authority)
