Position Overview

Pact is recruiting a Manager, Active Labor Market Measures (ALMM Manager) for a forthcoming youth livelihoods project entitled Skills for Youth Employability, Entrepreneurship and Empowerment in Kingdom of Eswatini (S4YEEE). The purpose of S4YEEE is to support the youth, women and other disadvantaged groups, by enhancing skills through market-driven vocational education and training, and alliances with the private sector, for employability and self-employment. The ALMM Manager will be responsible for the design and delivery project activities related to job matching, career guidance, counseling, skills development, and entrepreneurship training; private sector engagement; and twinning and partnership between TVET institutions and private employers.

Key Responsibilities

  • Overall responsibility for design and delivery of work packages related to improving active labour market measures (job matching, career guidance, counselling, skills development, entrepreneurship trainings)
  • Overall responsibility for private sector engagement strategies
  • Overall responsibility for twinning and partnership strategies
    Oversee the work of a pool of Experts who will support the project’s ALMM activities, both in Mbabane and in other regions of Eswatini.
  • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
  • All other duties as assigned

Basic Requirements

  • Master’s degree and 9+ years relevant experience or equivalent combination of education and experience, including 5 years of management experience.
  • University degree (‘Master’s degree or German Diplom’ or equivalent) in Economic, Labour Economics, Industrial Psychology, Sociology, Human Resources Management or a closely related or relevant discipline.

  • Knowledge of English, C1-level in the Common European Framework of Reference for Languages

  • 12 years of professional experience in the sector Active Labour Market Policies acquired within the last 15 years.

  • 10 years of professional experience in designing and implementing active labour market measures, in the context of the Southern Africa Development Community (SADC) .

  • 3 years of professional experience in active labour market measures in the context of increasing the share of female labour market and vocational training participation.

  • 3 years of professional experience in vocational training or entrepreneurship training measures, in the context of green professions related to one or more of the targeted sectors (renewable energy/energy efficiency, agri-food/agro-processing, hospitality and sustainable tourism, ICT and creative industries, manufacturing including textiles).

  • 6 years of management experience in projects, companies or other organisations with disciplinary leadership responsibility for 10 people.

  • 3 years of management experience in projects, companies or other organisations with annual budget responsibility for 2 Mio. EUR.

  • A total of 6 years of professional experience as a Key Expert with a full-time assignment period of one year per country in two countries outside the Kingdom of Eswatini.

  • 6 years of professional experience in Eastern or Southern Africa region (in accordance with UN DESA Statistics Division)

  • 10 years of experience in development cooperation projects of which 3 years of experience as full time Key Expert on an EU or EU co-funded project.
