Position Overview

Pact is recruiting a Grant Manager for a forthcoming youth livelihoods project entitled Skills for Youth Employability, Entrepreneurship and Empowerment in Kingdom of Eswatini (S4YEEE). The purpose of S4YEEE is to support the youth, women and other disadvantaged groups, by enhancing skills through market-driven vocational education and training, and alliances with the private sector, for employability and self-employment. The Grant Manager will be responsible for designing, delivering, and managing S4YEEE’s small grants fund, which will support the institutional strengthening of Technical and Vocational Education and Training (TVET) institutions throughout the country.

Key Responsibilities

  • Define funding facility scope, funding windows criteria with special focus on gender equality and inclusion, funding instruments, transparency and accountability measures, and target groups (in alignment with S4YEEE programme objectives and under consideration of existing similar Eswatini Government funding mechanisms)
  • Validate small grants concept with private sector organisations
  • Develop funding facility procedures / operations manual
  • Organise road shows and information, and awareness raising workshops to promote the opportunities
  • Launch call for proposals
  • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
  • All other duties as assigned

Basic Requirements

  • Master’s degree and 8+ years relevant experience or equivalent combination of education and experience.
  • University degree (e.g. ‘Master’s degree or German Diplom’) in Economic, Business Administration, Finance, Procurement or a closely related or relevant discipline.
  • Knowledge of English, C1-level in the Common European Framework of Reference for Languages
  • 10 years of professional experience in the sector sustainable economic development acquired within the last 15 years.
  • 10 years of professional experience in designing and managing competitive grant schemes, in the context of developing economies.
  • 3 years of professional experience in implementing grant schemes in the context of EU funded projects or programmes.
  • 3 years of professional experience in managing financing contracts (grants, local subsidies, development partnerships, scholarship schemes) in the context of BMZ funded projects or projects co-funded by the EU.
  • 3 years of management experience in projects, companies or other organisations with annual grant budget responsibility for 0,5 Mio. EUR.
  • 6 years of professional experience in two countries outside the Kingdom of Eswatini.
  • 3 years of professional experience in one country outside the region of Africa
  • 3 years of professional experience in Eastern or Southern Africa region (in accordance with UN DESA Statistics Division)
  • 10 years of experience in development cooperation projects of which 3 years of experience as full time Key Expert on an EU or EU co-funded project
  • 5 years experience in application of financial management or accounting software in development cooperation projects.
  • 2 years cumulative experience with procurement of goods (TVET workshop equipment, teaching and learning materials) and works (rehabilitation of buildings)
