Position Overview

Pact is recruiting Gender and Social Inclusion (GSI) Adviser for a forthcoming youth livelihoods project entitled Skills for Youth Employability, Entrepreneurship and Empowerment in Kingdom of Eswatini (S4YEEE). The purpose of S4YEEE is to support the youth, women and other disadvantaged groups, by enhancing skills through market-driven vocational education and training, and alliances with the private sector, for employability and self-employment. The GSI Adviser will be responsible to identify and integrate best practices and approaches to promote gender equality and social inclusion within the project. This will include working to ensure equal numbers of men and women enter supported TVET programs as trainees; working to promote the full participation and success of disadvantaged populations; and developing and implementing a funding window within the project’s small grants fund to promote GSI.

Key Responsibilities

  • Cross cutting responsibilty for identifying best practices and approaches to promote gender equality and social inclusion, and to develop and implement strategies to recruit, support, and graduate female trainees at equal rates to men in the programmes.
  • Identify and implement strategies to promote the full participation and success of disadvantaged populations in the programmes, such as persons with disabilities. It is strongly advised to consult / involve Organisations of Persons with Disabilities to identify those strategies.
  • Liaise closely with the consultants designing and implementing the different activities under the work packages to identify and take advantage of synergies with that activity.
  • In collaboration with the team and the Grant Facility key expert, develop and implement a specific funding window and/or dedicated measures to promote gender equality and social inclusion.
  • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
  • All other duties as assigned

Basic Requirements

  • Master’s degree and 8+ years relevant experience or equivalent combination of education and experience.
  • University degree (Master’s degree, German Diplom or equivalent) in Public Policy, Gender Studies, Social Studies, Anthropology, Public Administration or a closely related or relevant discipline.

  • Knowledge of English, C1-level in the Common European Framework of Reference for Languages

  • 10 years of professional experience in the sectors sustainable economic development, vocational education and training, youth employment acquired within the last 15 years.

  • 10 years of professional experience in designing and managing gender and social inclusive measures, in the context of developing economies.

  • 3 years of professional experience in designing and implementing measures in the context of vocational training projects or programmes.

  • 3 years of professional experience in working with private sector on gender and social inclusive strategies and implementation measures.

  • 3 years of professional experience in one country outside the Kingdom of Eswatini.

  • 3 years of professional experience in Eastern or Southern Africa region (in accordance with UN DESA Statistics Division)

  • 3 years of experience in development cooperation projects.
