Position Overview

Pact is recruiting a Team Leader for a forthcoming youth livelihoods project entitled Skills for Youth Employability, Entrepreneurship and Empowerment in Kingdom of Eswatini (S4YEEE). The purpose of S4YEEE is to support the youth, women and other disadvantaged groups, by enhancing skills through market-driven vocational education and training, and alliances with the private sector, for employability and self-employment. The Team Leader will be responsible for managing and overseeing the project’s activities, staff, and compliance with relevant rules and regulations; and for coordinating the project’s activities with other key stakeholders. The Team Leader will also serve as the project’s lead Technical and Vocational Education and Training (TVET) expert, leading the design and execution of activities related to improving the TVET system in Eswatini.

Key Responsibilities

  • Overall responsibility for the advisory packages of the contractor
  • Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level
  • Design, implementation, monitoring and evaluation of capacity development measures for local partners in the area of TVET system quality improvement
  • Responsibility for taking cross-cutting themes into consideration (for example, gender equality and inclusion)
  • Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts
  • Ensuring that monitoring procedures are carried out
  • Regular reporting in accordance with deadlines
  • Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ
  • Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase
  • Maintaining contact with the EU Delegation, other donors and the liaison office of the German Embassy in Mbabane.
  • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
    All other duties as assigned

Basic Requirements

  • Master’s degree and 11+ years relevant experience or equivalent combination of education and experience, including 6 years of management experience.
  • University degree (Master’s degree, German Diplom or equivalent) in a field relevant to this contract, such as Business Administration / HR Management, Vocational Education and Training, Workforce Development, Engineering or a closely related or relevant discipline.

  • Knowledge of English, C1-level in the Common European Framework of Reference for Languages

  • 12 years of professional experience in the sector vocational education and training acquired within the last 15 years

  • 10 years of professional experience in vocational education and training system reform, in the context of competency-based, qualifications framework based national systems.

  • 3 years of professional experience in vocational education and training quality improvement, in the context of green professions related to one or more of the targeted sectors (renewable energy/energy efficiency, agri-food/agro-processing, hospitality and sustainable tourism, ICT and creative industries, manufacturing including textiles).

  • 3 years of professional experience in designing and implementing vocational training measures led by private sector (BMOs, individual companies).

  • 6 years of management experience in projects, companies or other organisations with disciplinary leadership responsibility for 15 people.

  • 3 years of management experience in projects, companies or other organisations with annual budget responsibility for 2 Mio. EUR.

  • 3 years of professional experience in one country outside the region in Africa.

  • 6 years of professional experience in Eastern or Southern Africa region (in accordance with UN DESA Statistics Division)

  • 10 years of experience in development cooperation project, of which 3 years of experience as full time Team Leader or Key Expert on an EU or EU co-funded project
