Position Overview

Pact seeks a Deputy Chief of Party (DCOP) for an upcoming USAID-funded Citizen Participation Project in Guatemala. The project aims to foster an accountable government, active citizenship, and democratic culture by strengthening citizens, civil society, and media organizations’ capacities to participate effectively and impactfully in anti-corruption actions and enhancing political dialogue within and between them and different actors and sectors in Guatemala.

 

The project is anticipated to be a five-year,  $25M - $50M cooperative agreement. The position is expected to be based in Guatemala City, with regular travel to project activity location. This position description is subject to change, based on the final qualifications stipulated by USAID in the notice of funding opportunity, and hiring is contingent upon award.

 

Under the Chief of Party’s leadership, the DCOP will be responsible for leading the project implementation and ensuring effective management and execution the day-to-day operations of the project. The DCOP will provide support the COP to coordinate with USAID, project partners and ensure compliance with all donor requirements, including those related to project reporting, timely submission of deliverables, and financial burn rates. The DCOP will supervise, manage, and coach technical staff and improve staff capacity for effective implemtation of the project. The DCOP will report to the COP.

Key Responsibilities

The specific duties to be carried out by the DCOP are as follows:

  • Oversee day-to-day execution of the project, providing technical leadership and oversight for interventions related to civil society and media strengthening, anti-corruption and accountability, and policy reform and advocacy.
  • Coordinate development, implementation, and reporting on all work plans.
  • Lead or support the development of ongoing political and contextual analysis analysis aimeda t continually understanding the operating environment to provide a basis for responsive and needs/opportunity-driven programming.
  • Work with Chief of Party and other team members to ensure that all project deliverables are met in a high quality and timely fashion, using adaptive management approaches.
  • Ensure compliance with all donor, Pact, and project-specific policies.
  • Assist in supervising and coordinating the sub-grant management process, including advice on assessing the programmatic potential of proposed grants, and establishing appropriate procedures for project funds.
  • Serve as advisor to the Chief of Party and serving as Acting Chief of Party in their absence
  • Perform other duties as assigned.
  • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.

Basic Requirements

  • Master’s degree and 9+ years relevant experience or equivalent combination of education and experience. A Bachelor’s degree and 11 years of experience may be substituted. 5 years of management experience is required.
  • Extensive experience working with Guatemalan civil society and media organization, including grassroots level organizations, with a focus on provision of technical advice and/or capacity building
  • Proven leadership in the design, management, implementation and monitoring of large and complex international donor-funded programs. Leadership roles in implementing USAID-funded projects strongly preferred.
  • Demonstrated track record of successfully building and effectively managing a diverse team of employees and partners with conflict sensitivity.
  • Demonstrated ability to work in complex environments, and work with and between different stakeholders, including local organizations, government institutions, private sector entities, and US Government agencies.
  • Experience working on and leading teams for USAID contracts and/or cooperative agreements. Knowledge of USAID rules, regulations and policies.
  • Fluency in English and Spanish.
  • Ability to travel within Guatemala and Internationally.

  • Demonstrated ability to establish and sustain interpersonal and professional relationships with donors, and international and local organizations.

Salary for this position is commensurate with local office salary scales and will be determined based on the candidate's experience and qualifications
