Position Overview

The Chief of Party (COP) is responsible for the technical leadership and overall management and operations of the USAID-funded ENGAGE project. They will oversee a nimble and effective grants program supporting diverse Ukranian civil society organizations (CSOs) and networks, while supervising key technical and operational staff, including the Deputy Chief of Party (DCOP). They will serve as the primary representative of the ENGAGE program to USAID, the Government of Ukraine, and other project stakeholders.  This position will report to the Pact Ukraine Country Director.

Key Responsibilities

  • Responsible for the overall technical direction of the project and management of project activities, providing direction and support to the project team.
  • Oversee ENGAGE project to ensure the effective and efficient delivery and implementation of project and in line with Pact's and donors’ standards for program quality.
  • Serve as the primary liaison with the USAID officials and daily engagement with the Agreement Officer’s Representative (AOR), Government of Ukraine officials, partners and other project stakeholders
  • Undertake the timely deployment of financial and human resources for program success and attainment of desired results/indicators. Ensure that all project deliverables are met in a high quality, cost effective and timely fashion.
  • Oversee project planning (i.e. development of work plans and operating budget) and reporting (i.e. review and approve periodic budgets and reports). ensuring cost-effective use of Pact and donor resources.
  • Represents ENGAGE at meetings, conferences, and working groups, to support Pact’s thought leadership in civil society strengthening in Ukraine and the region.
  • Supervise the Deputy Chief of Party, technical lead/A-C Expert, Communications team, and others as needed
  • Provide administrative and program support for management of grantees, including identification and administration of sub-grants to local CSOs.
  • Ensure that Pact provides high quality technical assistance to local partners; conducts regular monitoring and mentoring visits to local partners.
  • Ensure that donor and Pact reporting requirements on program impact are met. Oversee project staff in helping partners/grantees establish reporting and tracking systems to provide key information in an efficient and timely manner.
  • Oversee and monitor quality of organizational capacity development to local organizations, using customized capacity building tools and approaches to ensure measureable impact.
  • Ensure that Pact’s operations in Ukraine are compliant with national laws and regulations, USAID requirements and Pact rules and guidelines.
  • Ensure close coordination with other relevant initiatives in country.
  • Support the implementation of a highly adaptive, context-driven programmatic approach.
  • In cooperation with Pact HR oversee the management and development of project human resources to ensure a diverse, skilled and productive workforce and promote an organizational culture where Pact’s values are practiced.
  • Provides regular written/oral program progress updates as requested.
  • All other duties as assigned.

Basic Requirements

  • Master's degree with eleven (11) years work experience or bachelor's degree with at least thirteen (13+) years work experience.
  • At least six (6+) years management experience.
  • Demonstrated flexibility, adaptability, and the ability to perform and collaborate in complex and politically sensitive project environment.
  • Experience working on and leading teams for USAID contracts and/or cooperative agreements.
  • Knowledge of USAID rules, regulations and policies.
  • Knowledge of the political, social, and economic context of Ukraine.
  • Demonstrated leadership and management skills.
  • Demonstrated skills in problem solving and consensus building.
  • Professional Level English

Preferred Qualifications

  • Broad understanding of civil society landscape in the country.
  • Demonstrated experience managing civil sociaty programs.
  •  Demonstrated ability to conduct business in Ukrainian (oral, writing, and reading)
