Position Overview

 

Pact seeks candidates for a Director, Program Management position for the anticipated USAID Access Miahy Activity. USAID Access Miahy's goal is to accelerate sustainable reductions in maternal, neonatal and child morbidity and mortality through increased access and availability of quality primary health care (PHC) services. USAID Access Miahy will build the capacity of Ministry of Public Health (MOPH) actors at district, facility and community levels to design, develop, manage, deliver, monitor and evaluate health services and programs aligned with the intervention packages in their catchment areas.  

  

USAID Access Miahy is an up to $90M cooperative agreement with an anticipated start date in January 2025.   This position is subject to project award. This location of this position is anticipated to be in Antananarivo, Madagascar.

Key Responsibilities

The Director, Program Management (DPM) is a senior management role responsible for ensuring effective communication and coordination within Access Miahy's diverse teams. This position is essential for maintaining program effectiveness and integrity across various locations. The Director oversees the flow of information between the Activity’s central office and regional teams, ensuring programmatic and financial quality.

 

Based in the Access Miahy Activity Office in Antananarivo, the Director provides support and oversight to the Access Miahy’s regional teams. Duties include coordinating the development and implementation of work plans, setting targets, and managing budgets for regional activities. The Director collaborates closely with senior leadership and advisors to ensure comprehensive management of activities at both regional and district levels.

 

Anticipated responsibilities include:

 

  • Provide program management support to ensure compliance with USAID policies and Pact’s internal standards, assisting the Chief of Party in maintaining alignment with legislative requirements and best practices.
  • Oversee performance and deliverables of subrecipient partners and guide regional teams by reviewing and leading program strategies, targets, workplans, and budgets.
  • Collaborate with technical teams, including the DCOP/Technical Director, to design and coordinate activities across regional and district levels, ensuring harmonization and effectiveness.
  • Provide program management support to senior leadership, ensuring compliance with USAID policies and Pact’s internal procedures, and facilitate effective implementation of the cooperative agreement.
  • Oversee timely program execution at the provincial and district levels, addressing challenges proactively, and ensuring quarterly and annual targets are met in accordance with the workplan and budget.
  • Maintain open communication with the DCOP/Technical director and provincial managers to ensure program goals and reporting requirements are met, and coordinate with finance, operations, and HR teams to resolve issues and mitigate risks.
  • Ensure necessary human resources are in place for program implementation, manage logistics for regional offices, and support financial processes to ensure timely payments for operations and services.
  • Manage annual workplans, budgets, reports, and other deliverables as assigned, ensuring timely and high-quality outputs while supporting the Chief of Party.
  • Establish and maintain relationships with government offices at various levels in collaboration with key leadership figures, such as the DCOP/Technical Director and regional leaders, focusing on both health and legal sectors.
  • Represent the program at relevant meetings, ensuring coordination with U.S. government partners and external stakeholders, and serve as Acting COP when necessary.
  • All other duties as assigned.

 

Basic Requirements

  • Master's degree in a relevant field, such public health, business administration, health system management, social administration, or social sciences with eleven (11) years work experience  or bachelor's degree with at least thirteen (13+) years work experience. experience 
  • At least five (6+) years management experience.
  • Demonstrated experience achieving deliverables on time and within budget. Demonstrated experience with program financial oversight, with experience working with USAID cooperative agreements and subgrantees. Demonstrated experience managing programs in alignment with USAID rules, regulations, and policies.
  • Demonstrated leadership and management skills.
  • Demonstrated track record of successfully building and effectively managing a diverse team of employees and partners.
  • Demonstrated ability to work in complex environments, and work with and between different stakeholders, including government and civil society.
  • Demonstrated skills in problem solving and consensus building.
  • Fluent French and Malagasy; professional proficiency in English.
  • Candidate must be eligible to work in Madagascar without sponsorship.
  • Ability to travel within Madagascar and occasionally internationally.
