Pact seeks a Director of Monitoring, Evaluation, Research, and Learning (MERL) for the anticipated USAID Madagascar Access Miahy Activity. USAID Access Miahy's goal is to accelerate sustainable reductions in maternal, neonatal and child morbidity and mortality through increased access and availability of quality primary health care (PHC) services. Access Miahy will continue building the capacity of Ministry of Public Health (MOPH) actors and other relevant stakeholders at district, facility and community levels to design, develop, manage, deliver, monitor and evaluate health services and programs aligned with the intervention packages in their catchment areas.
USAID Access Miahy is anticipated to be a $50-$99M cooperative agreement; the anticipated release date is August 16, 2024, with an anticipated award date of October 31, 2024. This position is subject to project award; please note that the position title, requirements, and responsibilities are subject to change depending on USAID’s final qualifications for this role.
This position is anticipated to be based in Antananarivo, Madagascar.
The Director of MERL will provide strategic guidance, vision, and management for successful monitoring, evaluation, research, and learning components of the Access Miahy program. The position will develop monitoring, evaluation, and reporting (MER) systems that include appropriate indicators, baseline data, targets, and a plan to evaluate performance. The Director will develop a research agenda for the activity, and ensure methodological rigor of research undertaken, strategic learning and data use within the program. The position will also oversee the development and submission of timely, accurate, and complete reporting and supervise MERL staff, ensuring the strategic and functional integration of all MERL activities as well as active collaboration with sub-awardees and USAID.
Salary for this position is commensurate with local office salary scales and will be determined based on the candidate's experience and qualifications.
