Finance and Grants Manager

The Finance and Grants Officer will manage capacity development grants and ensure funding is spent according to USAID procedures. S/he will lead the development of financial reports and support annual audits. S/he will work closely with the team to ensure the effective use of resources in order to achieve the Activity objectives in compliance with all USAID requirements and regulations.

Finance

• Contribute to the development of policies, guidelines, and criteria for the management of project finances in accordance with Pact standards and USAID regulations;
• In collaboration with Pact DC staff, prepare and submit financial reports and cash requests to successfully administer payroll and process departmental invoices for payment;
• Work closely with Pact DC to ensure compliance and effective and proactive fiscal management;
• Monitor and analyze program budgets, which allow accurate projection of expenditures and comparisons of actual and budget spending and advise on corrective plans;
• Lead quarterly re-forecasting exercises;
• Maintain financial files according to Pact standards and support;
• Management of the project payroll and statutory deductions;
• Lead and oversee annual budget preparations which include overseeing work plan costing and the integration of work plan and donor-approved budgets;
• Coordinate review of financial and audit reports; and
• Liaise, as necessary, with the in-country payroll company.

Grants and Procurement

• Assist in developing solicitations, ensuring the availability and eligibility of partners selected to work with Pact under the project.
• Assist in the design, development, and implementation of sub-awards, under the supervision of the DC Grants and Contracts officer and in close coordination with other Pact staff, to ensure compliance with donor and Pact policies and procedures, and achievement of intended results.
• Provide support focused on compliance, grants and contracts management, and successful implementation of grants and contracts.
• Ensure proper negotiation of final terms and conditions for grants and contracts, under the direction DC G&C officer, and review and analyze budget estimates for all alibility, reasonableness, and consistency.
• Ensure the proper preparation and execution of grant and contract documents, and grant disbursements are consistent and compliant with donor and Pact requirements, policies, project procedures, and best practices.
• Work closely with Program staff and DC G&C officer to ensure that sub-award monitoring and evaluation are conducted as required and that financial deliverables, deadlines, programmatic outputs, and impact are captured and recorded in the project databases in an accurate and timely manner.
• Coordinate sub-awardee pre-assessments, cost, and price analysis, and facilitate the communication of the needed information to obtain donor approval.
• Ensure timely and accurate use of Pact's sub-award management system (Salesforce) for sub-award issuance and management.
• Ensure that sub-awards are closed out within the required timeframe.
• Assist with the resolution of internal/external audit findings.
• Support the preparation of the project Procurement Plan.
• Support in procurement and other logistics assignments that ensure Goods, Works, and services are procured timely to facilitate project implementation and at the same time receive value for money.
• Work with the DC Grants and Contracts officer to ensure vendors follow all the tendering regulations, procedures, and instructions and meet Pact procurement internal policies.
• Support in delivering information for contractual reporting purposes as needed.

• Bachelor’s degree and 5+ years relevant experience, including 1 year of management experience, or Master’s degree and 3+ years of relevant experience or equivalent combination of education and experience.

• Experience with USG project management and managing the finances of USAID-funded programs. 
• Ability to exercise sound and timely judgment and maintain the confidentiality of sensitive information. 
• Critical thinker with a can-do approach to problem-solving, disaggregating larger/complex problems to identify underlying drivers and critical nuances. 
• Ability to perform and prioritize multiple tasks. 
• High degree of professionalism and ability to deal sensitively with confidential material. 
• Strong interpersonal (verbal and written) communication skills, including professional fluency in French/Arabic and English  
• Tunisian nationals are strongly encouraged to apply.
