Position Overview

The Country Director/Chief of Party will be responsible for the overall management and operations of the project. They will supervise project implementation to ensure the project meets stated goals and reporting requirements. The CD/COP will provide technical and strategic leadership of all aspects of the project. They will take a leadership role in coordination among USAID and key stakeholders and other implementing partners.  The Country Director/Chief of Party also provides strategic leadership and managerial oversight of the administrative, programmatic, technical, financial and operational aspects of the portfolio including technical leadership; team management and mentoring; donor, government and partner liaison; and oversight of programmatic and financial management and reporting.  They ensure that systems are in place and being properly implemented, ensuring that all activities and programs are in alignment with set policies and guidelines. The Country Director/Chief of Party oversees the proper stewardship of resources as well as the well-being and safety of in-country staff. They ensure that program objectives are met, all activities are responsive to the needs of the host country and donors, and the program continues to advance and play a key role in contributing to the development environment.

 

The Country Director/Chief of Party reports to the Africa Regional Director and directly supervises a senior management team of program, financial, and operational leads. This position will be based at Pact in Mbabane.

Key Responsibilities

Program Management and Oversight

  • Oversee country office programming to ensure the effective and efficient delivery and implementation of projects and compliance with Pact's and donors’ rules and regulations.
  • Serve as team leader charged with the day-to-day execution of the program; undertake the timely deployment of financial and human resources for program success and attainment of desired results/indicators.
  • Provide and/or leverage  technical assistance to  OVC and DREAMS program  implementation across  the  continuum of prevention, care and treatment services, and at the policy level.
  • Oversee annual work plan development, performance monitoring plans (PMPs), and country operational plans (COP) for submission to and approval by USAID, PEPFAR and other donors.
  • Ensure effective oversight to program and financial planning, monitoring, evaluation, and reporting, including the timely submission of programmatic and financial deliverables to USAID and Pact DC.
  • Represent Pact Eswatini in negotiating with donors and partners.
  • Develop and implement an organizational strengthening strategy that increases grantee capacities to monitor, evaluate, deliver, and report on services, and that will support their sustainability.
  • Document and disseminate methodologies and results that can inform the wider organizational community (such as evaluation documents, consultant reports, workshop reports, etc.). Share and promote these resources through a variety of means (including e-mail, brown bags, the Intranet, etc.).
  • Coordinate/arrange all technical assistance and training activities under the program.
  • Make periodic visits to field sites, to monitor the status of projects.
  • Promote a learning environment within the country office that facilitates two-way learning with various stakeholders.
  • Serve as key representative to USAID; responsible for all communications with AOR and responses to USAID requests, etc.

Networking, Alliance Building and Collaboration

  • Ensure strong cooperation and collaboration with partners, donors, government, and other key stakeholders.
  • Coordinate and collaborate with Pact DC and Pact’s Africa regional staff.
  • Contribute strategically, through participation, in relevant, existing forums in building a vibrant civil society sector and influencing policy.
  • Maintain and expand senior external relations with government, private sector community, civil society, and international stakeholders.
  • Represent country office operations to the organization’s head office.
  • Assure smooth flow of information from head office to staff and vice versa.

Finance, Administration, Grants and IT

  • Manage the country office in the assigned country and provide oversight for all administrative and financial operations to support the programs.
  • Monitor the country office’s financial position and ensure the best use of available resources. This includes overseeing the development and review of country office annual budget and project budgets, oversight of financial transactions and reports, maximizing cost recovery from restricted grants, ensure compliance with all Pact procedures and applicable donor requirements.
  • Ensure adequate internal controls are in place to protect the country office’s financial and non-monetary assets and to ensure the resources are used in accordance with donor terms and conditions. Review and follow-up on internal and external audit recommendations.
  • Ensure the country office operations are conducted in accordance with all statutory and tax requirements.
  • Oversee an efficient, transparent grants making process under the program; assure timely and high-quality monitoring of and reporting by sub-grantees.
  • Oversee the work of the implementing partners and monitor for compliance with sub-agreements or subcontracts.
  • Provide guidance and resources to ensure IT is utilized efficiently and effectively.
  • Ensure proper and thorough financial reporting to Pact DC, as well as to the donor. This can include monthly reporting, pipeline analysis, or projections of spending.

 Human Resources

  • Oversee the management and development of country office human resources to ensure a diverse, skilled and productive workforce and promote an organizational culture where Pact’s values are practiced.
  • Provide proper supervision and management for all direct reports and oversee the establishment and functioning of a strong, effective senior leadership team. Ensure timely and quality inputs by staff and consultants.
  • Ensure strong human resource strategies and systems are in place and are properly implemented in areas such as recruitment, staff development, and performance management.
  • Ensure appropriate workplace policies to ensure fairness and equity are developed and used (e.g. policies related to HIV/AIDS, sexual harassment, sexual exploitation, child safeguarding etc.)
  • Oversee the establishment and regular review of compensation package to ensure competitiveness.
  • Actively promote staff wellness by monitoring country office climate and staff morale and taking corrective actions as needed.
  • Ensure the proper implementation of Pact’s performance management system for direct reports. This can include: proactively addressing performance issues through regular, constructive and honest feedback and coaching and identifying necessary staff development for direct reports.
  • Oversee the recruitment and orientation of new senior staff.
  • Ensure levels of authority and responsibility are clearly defined, understood and followed within the country office.

Strategic Planning

  • Lead the preparation and implementation of a high-quality country-office strategic plan appropriate for the local and regional context, complementary to government & donor development plans, and in line with the organization’s overall vision and mission. Develop the plan in an inclusive and participatory process.
  • Ensure that the organization continues to develop and strengthen programs based on strategic analysis of the local country and regional context.
  • Ensure understanding of strategic plan and approaches by all staff and key stakeholders.
  • Coordinate in-country marketing and promotion of the organization. Ensure strategic growth for the organization in line with strategic plan and/or theory of change.

 Business Development

  • Generate financially viable program pipeline in line with the project’s strategy and assist in identifying and securing funding for those activities.
  • Involve relevant country office and head office programs, grants, management and other staff in identifying and pursuing new business opportunities
  • Provide in-country leadership as well as collaborate with head office in pursuing new business opportunities and partnerships with bilateral donors, multilateral donors, foundations, private sector, and others

Basic Requirements

  • In depth knowledge of USAID regulations, systems and procedures for managing complex grants programs with many sites, partners and customers is mandatory.
  • Strong program/grants management, financial, audit and computers skills are mandatory, as are strong written and oral communications skills.
  • Knowledge of all aspects of community-based HIV/AIDS programming with a special focus on HIV/AIDS in Eswatini or Southern Africa including prevention of HIV transmission; improving access to voluntary counseling and testing; treatment of AIDS and associated conditions; care and support for AIDS orphans and other vulnerable children; HIV infected individuals (including palliative care) and their affected families; community mobilization and mitigation in resource-constrained countries.
  • Proven skills in building organizational capacity in HIV/AIDS and/or program and grants management.
  • Diplomacy and negotiation skills that demonstrate ability to collaborate and coordinate with a range of stakeholders and complex priorities.
  • Knowledge of monitoring and evaluation systems.
  • Demonstrated ability to establish and sustain interpersonal and professional relationships with USAID Mission, international PVOs, and local CBOs.
  • Demonstrated experience with organizational development.
  • MPH/MPA/MBA or masters in relevant field.
  • Demonstrated experience as a senior manager (a minimum of ten years) of complex USAID-funded grants programs is required; minimum of five years prior grant management experience in Southern Africa a plus.
  • Five years’ experience in managing HIV/AIDS programs and health related projects funded under PEPFAR; community level programming a plus.
