Department

Pricing (Pricing) - Pact strives for a world where all people are heard, capable, and vibrant. The Pricing Unit helps realize this objective by supporting project design teams across the organization and its subsidiaries in structuring quality cost proposals in response to solicitations by government agencies, foundations, and corporations. The Pricing Unit interacts and collaborates with staff at all levels of the organization to gather inputs, and inform design.

Position Overview

Reporting to the Director of Pricing and Costing, the Manager of Pricing is responsible for providing pricing support for funder solicitations through hands-on development/creation and review of pricing models and documentation for proposal opportunities of various sizes and complexities. The Manager for Pricing works closely with staff at headquarters and in the field to ensure compliance and the generation of high quality cost and pricing proposals for Pact’s projects around the world. The Manager also provides guidance on innovative cost strategies, supports organizational analysis on trends related to new business efforts and actively mentors and builds capacity of other Pricing team members.

Key Responsibilities

  • Represent Pricing team at bid/no-bid decisions, analyzing solicitations and participating in bid review and gate review meetings, with the aim to support the development of competitive pricing strategies.
  • Lead the development of high quality cost proposals, ensuring efficient layout, development, and production of compliant budgets, including cost models/templates, formats, and pricing rationale in accordance with solicitation instructions, technical approach, corporate policies and CAS/FAR/TINA requirements. Work with country offices (finance and technical teams) and proposal managers to develop or support the development of budget and budget notes based on capacity/availability/skill level of country office staff.
  • Develop, modify, and customize budget checklists and templates to ensure all internal and external cost/pricing requirements are met.
  • Collaborate with different departments to ensure that budgets and budget notes provide a donor-oriented high quality pricing proposal and also properly interface with our internal financial and accounting systems.
  • Interface/coordinate with subawardees to ensure budgets received are reasonable, realistic, and, in collaboration with proposal managers, that the budgets are compliant with donor’s requirements and the technical approach. When necessary, work with subawardees developing their budgets from scratch with them.
  • Conduct final cost review and ensure budget documents are endorsed by respective senior management prior to submission of proposals. May assist on assembly, final production, and quality control of pricing proposals.
  • May assist on the development of cost share proposals, making sure it is clearly linked to the budget documents.
  • Work closely with Finance Operations and Agreement Management to set up the most adequate billing methodologies and assure full cost recovery throughout project execution.
  • Provide Finance support in development of cost-related responses to post-submission donor questions/requests for revision.
  • When necessary, travel internationally to assist the proposal teams with budget preparation (understanding the activities to be undertaken on the project and the resources involved, and collecting local data and quotes).
  • Perform variance analysis, cash flow projections, and business analytics, for proposals and for Pact Institute business.
  • Assist on the preparation and delivery of presentations to Pact and partners’ staff on pricing and proposal budgets.
  • Review and prepare working capital cash flow analysis on proposal budgets, when no advance payment is expected. Ensuring that risk is maintained at the lowest level possible.

Basic Requirements

Skills and Abilities

  • Use of judgement, updates supervisor on variances

  • Ability to serve as a knowledgeable resource to the department management team
  • Demonstrated knowledge of Microsoft Excel and Word.
  • Ability to communicate effectively verbally and in writing
  • Fluent in English, verbally and in writing. Proficiency in another language from Pact regions is a plus.
  • Demonstrated organizational skills, including coordinating a variety of tasks simultaneously and demonstrating flexibility
  • Ability to handle financial and quantitative information with accuracy, precision, and confidentiality.
  • Ability to work with other team members and other departments in a collaborative manner.
  • Ability to manage priorities while maintaining attention to detail in a fast-paced environment.

Education and Experience

  • BA/BS in Finance, Accounting or related field with 10 years experience or MS/MA with 8 years experience
  • Experience in international development, including project design and implementation
  • Experience in estimating and pricing mid- to large-size contracting mechanisms for USAID and non-USAID projects.
  • Experience budgeting for non-USG donors is a plus.
  • A minimum of three years of responsible leadership experiences in management or supervisory positions, preferred
  • Budgeting and financial analysis experience
  • Travel internationally up to 30%
