    Smart Power Myanmar - Smart Power Myanmar (SPM) is an integrated country platform that will accelerate rural electrification to spur economic growth and transform rural communities. With an initial investment from The Rockefeller Foundation, SPM aims to catalyze investment of hundreds of millions of dollars to support the rollout of thousands of mini-grids and other rural electrification solutions. SPM is received additional support from its Founding Members: The World Bank, USAID and Yoma Strategic Holdings. Smart Power Myanmar’s vision is a natural extension of achievements made by Pact over several years under the Ahlin Yaung program which has brought energy to rural communities in Myanmar on a household-by-household basis. Fortified by additional evidence and insights into current and potential energy use (see our recent study Bridging the Energy Gap), Smart Power Myanmar will identify and promote business models to stabilize and strengthen the rural market for renewable energy, addressing both demand- and supply-side challenges. SPM is seeking highly experienced energy professionals with significant experience from both the private and public sector who are committed to improving access to energy and economic growth.

    Position Overview

    Smart Power Myanmar is an integrated platform working towards accelerating rural electrification to drive economic growth and transform rural communities. Supported by The Rockefeller Foundation and managed by Pact, Smart Power Myanmar aims to catalyse investment of hundreds of millions of dollars to rollout decentralised solar mini-grids across Myanmar. Smart Power Myanmar is focused on working with the private sector to expand access to reliable and affordable electricity across the country.

     

    Our data-related support for Myanmar’s emerging decentralized energy sector will be based around three sets of interventions: 1) an assessment of the existing data availability and use of electricity in Myanmar, 2) development of data solutions that will have the most impact on filling gaps and addressing key identified needs, and 3) exploring opportunities to provide capacity building support to relevant actors in uptake of data solutions. In line with our core strategy, Smart Power Myanmar will focus our interventions in three focus areas: integrated on-grid and off-grid resource planning, consumption behaviours, and off-grid viability. Smart Power Myanmar has provisionally identified some specific data solutions we expect to be developed under our emerging strategy, but the Data Strategy Lead will be responsible for conducting a data assessment during inception to inform the final selection of data solutions and associated capacity building needs.

     

    Smart Power Myanmar is seeking a qualified candidate for a 2-month consultancy as Interim Data Lead, contingent on funding. The successful candidate will work with us and our partners to lead the design and development of our 2020 – 2022 integrated electrification data strategy during the 2-month inception period.

     

    The Interim Data Lead will have outstanding strategy development skills and a strong familiarity with business intelligence tools, systems and processes. Over 2 months in late 2019 and early 2020, the Interim Data Lead will be based in Yangon, Myanmar and will develop a comprehensive strategy, workplan and staffing/partnership plan. This position is contingent on funding and will require travel to Nay Pyi Taw and potentially to remote communities around Myanmar.

     

    Following the inception period, Smart Power Myanmar will also be looking for a permanent Data Lead and welcomes applications from candidates who may be interested in both the short-term and long-term positions.

    Key Responsibilities

    The Interim Data Lead will work across data disciplines to develop Smart Power Myanmar’s data strategy and action plan through a combination of internal design workshops and consultations with key stakeholders, working in close consultation with Smart Power Myanmar’s leadership as well as data specialists at The Rockefeller Foundation and Pact. Key responsibilities will include the following critical activities and deliverables:

    1. Conduct a comprehensive qualitative assessment to inform our strategy, requiring a strategic thinker who can listen to -- and hear – the data “needs” and link these needs to data products, needs and actions. This assessment will include consultations with a wide range of stakeholders, including different branches of government and their technical advisors and multilateral financiers, private developers and suppliers, communities, implementers amongst many others.
    2. Conceptualize and develop detailed workplan and budget elements
    3. Identify a highly qualified full-time Data Lead to oversee the execution of the strategy, along with a detailed 2-year staffing plan
    4. With Smart Power Myanmar leadership, help define our data partnership plan by assessing the level of interest and capabilities of potential data partners, complete with scopes of work for potential partner organizations to meet our overarching goals
    5. Initiate development of a research program including new data products and services to expand analytic offerings and insights.
    6. Develop data governance outlining clear processes and protocols for data storage, accessibility, and dissemination.

    Basic Requirements

    • A passion for communicating complex data in easy to understand ways to decision-makers in developing countries and markets, and a deep appreciation for the challenges in harnessing data and data-related solutions in immature data ecosystems
    • Bachelor’s and/or Master’s degree in Business Administration, Computer Science, Data Science, Information Science, Economics, Accounting, Engineering or related field
    • 5-7 years of strategic, analytical, technical, and project management experience
    • Experience with Data Visualization tools (e.g. Excel, Power BI, Tableau) and building dashboards
    • Ability to effectively communicate terminology with both technical and business teams
    • Experience in working with senior government officials, multilaterals, private energy developers in developing countries and translating ideas and concepts into focused data solutions that meet real needs
    • Ability and experience in recruiting and evaluating data management talent

    Preferred Qualifications

    • Experience in working in the data and energy field in South and/or South-East Asia would be a significant advantage
    • Previous experience developing data strategy for the development sector
    • Prior experience in a big data ecosystem, and understanding of data warehousing and data modelling
    • Experience with the application of data science and advanced data analytics, including machine learning and artificial intelligence
    • Background in a product development environment and data products/programming
