    Position Overview

    The Institutional Development Advisor (IDA), identified as local staff, determined as Key Personnel, will have technical oversight of the Integrated Child and Youth Development (ICYD) Activity’s efforts to build the institutional capacity of partner local organizations to evolve and transition to USAID prime awards. This position is contingent upon award.


    The ICYD activity will address USAID/Uganda’s development objectives relating to child wellbeing, education, and youth development. This activity will be a flagship program administered by the Office of Education, Youth, and Child Development, the unit responsible for the Mission’s education and PEPFAR/OVC funding streams.


    ICYD must use an integrated approach to realize the following objectives;

    • Objective 1: Children and youth have improved learning outcomes;
    • Objective 2: Children and youth are safe and healthy in their community and learning environments; and,
    • Objective 3: Youth practice positive behaviors and are able to make informed decisions about their lives and relationships.

    The ICYD Activity will need to contend with several mandatory pathways to achieve the three stated objectives. These include:

    1. Build from recent EGR support to MOES and target districts.
    2. Address primary school retention through a combination of family, community and school-based interventions that address known critical drivers of school dropout.
    3. Provide critical OVC services directly for up to two years while building the capacity of local partners to transition to prime awards with USAID/Uganda.
    4. Provide technical assistance and coordination to OVC service providers in service delivery districts.
    5. Deliver effective technical assistance and support to MGLSD and other public/private institutions to progressively transition OVC service delivery from USG support.
    6. Address sub-national constraints to priority outcomes through high-impact local partnerships.


    Key Responsibilities

    • The IDA will lead the conduct of institutional capacity needs assessments of ICYD’s partner local organization(s);
    • The IDA will develop and implement an institutional development plan (IDP) specific to each participating local organization. The IDP for each of the participating local partner organizations will include a determination of institutional growth milestones across institutional performance functional areas, including contracting, finance and administration, technical, monitoring and evaluation, collaboration and partnerships and governance structures.
    • Working with a team of other institutional development specialists, the IDA will lead the development and harmonization of operational tools and other standard operating procedures (SOP) across all participating local partner organizations, including the management of sub-grant arrangements between the ICYD participating local partners and other local organizations.

    Basic Requirements

    • Master’s Degree in Public Health, International Development, or related field.
    • At least seven years’ experience providing capacity development technical support and/or grants management to large complex, donor-funded projects in developing or transitional countries.
    • Excellent grasp of participatory capacity development methodologies.
    • Excellent facilitation and training skills in a variety of health and organizational development topics.
    • Demonstrated experience developing organizational capacity in financial and grant management, human resources, USG compliance, and related topics.
    • Demonstrated track record of successfully building and effectively managing diverse and dispersed teams of employees.
    • Demonstrated effective interpersonal and creative problem-solving skills.
    • Demonstrated ethical management practices.
    • Ability to develop and maintain strong relationships with governments and civil society partners.
    • Professional-level English language skills (written and oral).
    • Be highly proficient in public speaking and giving concise and insightful presentations of complex data.

    Preferred Qualifications

    • Direct experience with PEPFAR transition awards and/or successfully graduating indigenous partners to direct donor funding.
