    Position Overview

    Pact strives for a world where all people are heard, capable, and vibrant. The four-year USAID funded project, Civic Engagement for Accountability and Democracy in Zimbabwe (CEADZ), aims to contribute to improving accountability and democratic governance that serves an engaged citizenry through increasing the influence of Zimbabwean citizens, acting collectively through formal and informal groups.


    The Deputy Chief of Party provides key technical leadership and management, overseeing the programs team and serving as advisor to the COP on issues related to technical implementation. S/he ensures effective coordination and technical quality of activities, including managing relationships with core consortium partners, and coordinating TA and support to strengthen grantee capacity and performance.

    Key Responsibilities

    • Support the design and implementation of high-quality technical programming through hands-on guidance and support grounded in the program’s strategic objectives.
    • Supervise program implementation as directed by the Chief of Party, with a focus on achieving the program objectives.
    • Support program planning, including annual work planning and budget development, including ensuring the alignment of the budget to expected results
    • Contributing to the development of quarterly and annual programmatic and financial reports.
    • Ensure compliance with INGO and donor requirements, policies, and regulations.
    • Provide and/or ensure the provision of training and mentoring to partners to strengthen their capacity for technical service delivery and compliance with donor rules and regulations.
    • Liaise with program partners, stakeholders, and donor as needed.
    • As needed, backstop the COP, serving in his/her stead and assuming all required responsibilities.

    Basic Requirements

    • Bachelor’s Degree in social sciences, international development, political science, or a related field. Typically has a Bachelor's degree in social sciences, international development, political science, or related field, and 11 or more years of experience including 5 years of supervisory experience, or equivalent relevant work experience; e.g., each year of work experience may be substituted for each year of education required.
    • At least four years of senior level management experience designing, implementing, and managing large, complex democracy and governance programs.
    • At least three years of experience managing donor-funded programs.
    • Proven track record of excellent management, leadership, decision making, and interpersonal skills.
    • Proven ability to navigate sensitive terrain and maintain relationships.
    • Proven ability to mobilize communities and engage marginalized groups.
    • Experience working with civil society organizations and citizen engagement programming.
    • At least five years’ experience managing diverse personnel.
    • Oral and written fluency in English, with strong oral presentation
    • Proven track record of excellent management and leadership.

    Preferred Qualifications

    • Strong leadership qualities and depth and breadth of technical and management expertise.
    • Proven experience in program management and administration, financial management, award cooperative agreement compliance, sub-award management, and tracking program performance and costs.
    • Strong management and communication skills, strategic vision, leadership qualities, professional reputation, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the program description.
    • Advanced degree preferred.
    • Demonstrated knowledge of the current Zimbabwean context.
    • Experience living and working in Zimbabwe.
