    Position Overview

    Reporting to the Director of R&M, the R&M Technical Program Manager provides monitoring, evaluation, research and learning support to Pact countries worldwide, primarily supporting the Health portfolio.  The position give input into new business development, assists with program start-up, quality assessment monitoring, research, and evaluations, and also contributes to MERL thought leadership internally and externally. The R&M Technical Program Manager coordinates closely with Pact’s technical teams and supports improved quality for Pact programs.

    Key Responsibilities

    Ensuring quality programming through technical MERL support

    • Provide start-up support to new projects, specifically to support the development of M&E plans, hiring of staff, and preparations for baseline assessments.
    • Provide in-country training and mentoring support to Pact offices on their M&E plans, outcome measures, data management strategy, data quality audits, and use of data for decision making. Serve as internal evaluator, as appropriate.
    • Assist country offices in the design of evaluations including developing terms of reference, designing tools, providing sampling guidance, data analysis guidance, assistance on how to manage and prepare for evaluations, and review of reports.
    • Conduct technical training in measurement to improve the capacity of MERL staff at the country office level to design, analyze, aggregate and use data for decision-making
    • Supports projects to institutionalize learning and adaptive management by leading development and implementation of learning agendas, and data use and decision trackers

     

    Contributing to innovative MERL design  

    • Provide technical support to the New Business development team in the design of proposals including drafting logical frameworks, articulating theories of change, how the program measure its achievements, and drafting M&E plans with quality indicators, ambitious but realistic targets, and including innovative M&E approaches.
    • Assist in pre-positioning efforts, including compiling relevant data and analysis.

     

    Learning, leveraging, and thought leadership on MERL for enhanced program quality

    • Contribute to Pact’s Transformation and data analytics as a core institutional proficiency
    • Share core MERL tools, modules, and key information to staff across Pact
    • Lead on Pact’s submissions to- and present at- academic and professional conferences to publicize Pact’s MERL tools, results, and share learning
    • Represent Pact in MERL technical working groups with peer organizations
    • Support the implementation Pact’s centralized database, imPact (built on DHIS2), that enables Pact to measure its overall effectiveness and manage disparate data sets
    • Create or update core R&M documents (MERL policies, quality standards, capacity statement, MERL Modules), and contribute to MERL discussions and sharing via the R&M Community of Practice
    • Lead on or support special studies and initiatives to continue Pact’s position at the forefront of MERL for international development
    • Assist Pact to roll out the use of innovative technologies such as GIS, mobile phones for data collection and techniques for visualizing data to improve MERL practice throughout the organization.

     

    R&M Team Leadership and Management

    • Serve as a technical specialist in Pact’s health portfolio, including tracking and training health projects on Pact enterprise and donor guidance for MERL
    • Supervise and/or mentor R&M interns (including masters students) and consultants working with the R&M team

    Basic Requirements

    • Bachelor’s Degree in public health with minimum 7 years of related experience or Master’s Degree in public health or related with 5 years experience.  Four years of experience needs to include working with global health and international development programs, preferably on MERL systems, with two years in a low-resource setting
    • Work experience with PEPFAR indicators and MERL procedures
    • Strong working knowledge of MERL principles and resources, particularly for health programming, including qualitative and quantitative data collection and analysis, tracking outcome indicators, and conducting mixed methods program evaluations
    • Demonstrated experience in managing full-time staff
    • Strong data analysis and synthesis skills, especially around visual presentation of data
    • Demonstrated understanding of data analytics and synthesizing disparate datasets for predictive analytics and improving organizational and programmatic efficiencies
    • Ability to work independently and to perform and prioritize multiple tasks
    • Ability to establish and sustain interpersonal and professional relationships with Pact staff, in donor organizations and in peer organizations
    • Proficiency in SPSS or STATA, Excel, Word, and other MS Office software
    • Experience with M&E standards for PEPFAR, USAID, the Global Fund, other bilateral donors, foundations, and/or corporations
    • Ability to travel up to 40% of the time

    Preferred Qualifications

    • Strong facilitation, teaching and coaching skills related to MERL
    • Proficiency in French, Spanish, or another working language for Pact’s country offices
    • Experience with qualitative analysis software and/or GIS systems (ArcGIS, Q-GIS, etc.)
    • Familiarity with cloud-based data management systems, preferably DHIS2
