    Position Overview

    The Sr. HR Business Partner, HQ is responsible for the oversight and management of the delivery, development and coordination of domestic human resources services, initiatives and programs. The successful HRBP acts as an employee champion and change agent. The role assesses and anticipates HR-related needs. Communicating needs proactively with our HR department. The position formulates partnerships across the HR function to deliver value-added service to management and employees that reflect the business objectives of the organization. S/he works closely with the HR team and supporting on all aspects of international HR including employment, development and implementation of policies and procedures, compensation, and employee relations/mediation.  The Sr. HR Business Partner is responsible for maintaining the US compensation scale, partnering with the Chief Human Capital Officer (CHCO) on performance management, developing HR metrics and ongoing compliance reporting (i.e. EEO, AAP).  The Sr. HR Business Partner reports to the Chief Human Capital Officer (CHCO) and may supervise HQ level HR support staff.


    Key Responsibilities

    • Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
    • Develop and manages Pact’s performance management system, engaging staff world-wide, with train-the-trainer, webinars, articles, videos and updating Intranet with all necessary forms and directions.
    • Provides day-to-day guidance to line management on performance management, promotions, transfers and workforce planning.
    • Provides day to day guidance to domestic staff on all human resource related matters including onboarding, termination, compensation and benefits, policies, performance management, and employee relations.
    • Builds, maintains and develops relationships with managers and employees to resolve HR related issues.
    • Conducts training across the organization on HR policies, Salary training, Ethics, New Manger Program, and Performance Management Process.
    • Drives Pact’s Reward and Recognition program with the HR team and finds ways to reward and recognize global employees and keeping the program cutting edge.
    • Provide oversight and ensure adherence to HR regulatory compliance, I-9 forms, EEO-1 and new hire reporting requirements ensuring data quality, timeliness, and delivery and/or file retention
    • Provide oversight for HR Orientation and participate in design and development of organizational orientation program
    • Participate in design and development of employee engagement data that may include onboarding, employee life-cycle, and offboarding surveys and/or interviews
    • Collect and design reports for HR metrics and provide analysis for HR program deliver and senior leader decision making 
    • Manages HR ADP processes onboarding and employee self-service
    • Works with legal counsel for US work visa hiring and permanent residency applications
    • In partnership with the HR Coordinator, Specialist, and Recruiters, ensures that all data is accurately entered into the HRIS system and kept up to date. 
    • Prepares regular monthly, quarterly and annual HR reports and metrics for internal and external use. Ensures that reports are timely, user friendly and communicated to the required audience.
    • Partners with the HR team in the development, revision and worldwide communication of organizational policies and procedures.
    • Partners with International HR Business Partner in developing country-specific employee handbooks, employment agreements, compensation scales, country benefits, policies and procedures and addressing employee relations issues.
    • Partners with Talent Acquisition team by helping to ensure that we attract and retain the right talent to successfully take Pact into the future.
    • Develops and maintains affirmative action program; manages Pact’s internal HR control processes ensuring compliance with the federal and state regulations.
    • Performs other duties as assigned.

    Basic Requirements

    • A bachelor’s degree in relevant field required.
    • Position requires 8 years of experience in Human Resources as a generalist.
    • Experience in HR specialty areas like diversity and inclusion, work force planning, training and development and/or employee relations is a plus. 

    Preferred Qualifications

    • PHR, SPHR, GPHR certification or advanced degree in HR.
    • Fluency in English and proficiency in at least one other language.
    • Demonstrated sensitivity in handling confidential information.
    • Self-motivated, outstanding interpersonal skills, and the ability to work effectively both in groups as well as independently.
    • Excellent customer service, with the ability to present information, make recommendations and influence positively across various levels of the organization while exercising professionalism and diplomacy to accomplish objectives.
    • Demonstrated competence in employee benefits, compensation, employee relations, performance management and human resource practices and related laws and regulations.
    • Ability to manage complex projects, prioritize multiple tasks with close attention to detail and accuracy and meet deadlines.
    • Exceptional ability to communicate, both orally and in writing.
    • Experience and fluency with Human Resource Information Systems (HRIS).
    • Confidential and possesses high integrity.
    • Willingness to travel if needed.
