The Program Officer plays a significant role in the operations of his/her assigned portfolio by coordinating, and delivering technical, management, financial, and administrative assistance and support to a country and project portfolio, and by guiding program operations teams comprised of program operation specialists and officers, in supporting their country portfolios. The Operations and Technology Officer supports the goals of Pact’s Organizational Operations and Administration team to drive operational integrity and continuous improvement as Pact seeks to be on the cutting edge of leveraging technology and agile process improvement to drive efficient and effective operations. The Finance Officer is responsible for managing all aspects of finance and accounting in the Uganda office, including: monitoring the design and ongoing implementation of effective accounting procedures and strong financial internal controls, ensuring the accuracy, consistency, and compliance of the field office monthly financial reports; ensuring financial management and accounting policies and procedures are up to date and in compliance with Pact’s, donors and the requirements of local regulation; ensuring that all staff are trained and understand financial management and accounting policies and procedures; ensuring proper document maintenance and file retention; and, participating in the development of budget and budget narratives as needed. This position reports to the Finance Director.
The Operations Department plays a pivotal role in ensuring the seamless functioning of our program through adept procurement, logistics, asset management, IT, HR, and office management. As an integral part of this team, the Senior Operations Officer will be responsible for office management functions and various administrative tasks at our Uganda office. Reporting to the Senior Operations Manager in Nairobi, and with regular engagement with the Technical Program Director, also based in Kampala, the Senior Operations Officer will contribute to the effective day-to-day operations of the program, demonstrating competence and diligence in executing diverse operational and logistical activities with precision and efficiency. The ideal candidate is results-oriented, client-focused, and committed to delivering administrative services of the highest quality in a proactive and timely manner.
The Senior Internal Audit Officer will execute compliance and Internal Audit reviews of CSM Stand projects within established organization process controls. The Senior Officer will develop formal written reports to communicate compliance and audit results to Pact management and regulatory agencies, if applicable, and make recommendations as appropriate. The Senior Officer may facilitate the work of external auditors during on-site visits.
The Director of Finance and Operations for the Dominican Republic office is responsible for overall financial management of the projects and ongoing administrative and operational support for its implementation, including the budget execution of the sub-partners. He/She will manage and oversee the projects’ grants, and procurement activities, ensuring compliance with donor policies, procedures, and regulations. In addition to directing the effective logistical coordination of projects activities, he/she will oversee the use of financial resources, accounting, expenditures, and the preparation of financial reports. He/she will ensure that the application of logistics, financial and procurement policies are consistent with United States Government regulations, local laws and Pact policies. The Communications Specialistis responsible for overall communication and knowledge management related to the project. The successful candidate will support the production and dissemination of social media content, interacting via social media with media networks and other social media-based influencers. The MERL Specialistwill support the MERLManager in the coordination of monitoring and reporting by Activity partners and subgrantees and will assistthe MERL Manager in monitoring sub-grantees to ensure compliance with the Activity’s monitoring, evaluation, and learning plans.
The MERL Specialist will further support the MERL Manager to bring Activity learning into the larger learning agenda through pause and reflect sessions and will be responsible. The successful candidate will support indicator development, monitoring, and reporting as mandated by the Annual Monitoring, Evaluation and Learning Plan (AMELP).

Pact seeks a Capacity Development Advisor for the U.S. Department of State (DOS), Bureau of Democracy, Human Rights, and Labor (DRL) funded program titled, ‘DRL Capacity Strengthening for Regional and Grassroots LGBTQI+ Civil Society in East Asia and/or the Pacific.’ The program aims to strengthen the organizational capacity of regional civil society organizations (CSOs) advancing respect for the human rights of lesbian, gay, bisexual, transgender, queer, and intersex (LGBTQI+) persons in East Asia and/or the Pacific. This is anticipated to be a two to three-year project with the possibility of an 18-month extension. This position is contingent upon award and can be based in Cambodia, Indonesia, Thailand, or the USA. Only candidates eligible to work in these countries will be considered. International allowances are not available.

Pact is seeking an experienced Grants & Contracts Manager to oversee a significant sub-grants portfolio for USAID-funded program in El Salvador that focuses on strengthening the organizational and technical capacities of civil society. Reporting to the Deputy Chief of Party (DCOP), the Grants & Contracts Manager will oversee the full cycle of sub-award administration and management activities, ensuring compliance with USAID rules and regulations and other USG guidelines. S/he will support Activity staff and partners through targeted training on grant application processes and grant management. S/he will coordinate closely with the technical team and finance and administration team, as well as supervise and mentor additional sub-grants staff.
Pact seeks a Capacity Development (CD) Director for the USAID-funded Strengthening Youth and Women’s Civic Participation Activity which aims to increase collaboration, sustainability, and resilience of civil society and independent media to advance the inclusion, participation and leadership of youth and women in Sudan. The activity will apply locally led, problem-driven, adaptive approaches.
This program is in year two of an anticipated five-year activity, with a dramatic shift in the operating context in response to the onset of violent conflict in Sudan. The Capacity Development Director is accountable for leading the Activity’s strategy for strengthening the capacity of local partners and leading the development and realization of local organizations’ resource mobilization and sustainability strategies.
