    Position Overview

    Pact is seeking an experienced Senior Program Officer to assist in the coordination and implementation of activities under the Lower Mekong Initiative (LMI) - Sustainable Infrastructure Partnership (SIP) Phase II, a program to improve the sustainability of water-food-energy nexus infrastructure, and water resource data management in the Lower Mekong region through capacity-building activities coordinated with regional donors and multi-stakeholder organizations. The Senior Program Officer will work with multiple stakeholders in the Lower Mekong region countries of Cambodia, Lao PDR, Myanmar, Thailand, and Vietnam to identify capacity building opportunities for officials and related stakeholders on infrastructure and water resources-related topics; and will help coordinate activities and organize events designed to better harmonize activities of the Friends of the Lower Mekong (FLM). The FLM are regional donors and development partners who are working to build capacity and understanding on sustainable development opportunities for economic growth across the Mekong Region. The Senior Program Officer will support the SIP Program Director in developing program strategy and planning, implementing activities, and partnership development. S/he may also work collaboratively with and support other project teams at Pact.

    Key Responsibilities

    In close assistance with the SIP Program Director, the Senior Program Officer is required to perform the following tasks, least but not limited to:

    • Identify needs and develop training needs assessments, training materials, and reports.
    • Coordinate/Facilitate training workshops, conduct research, and implement program activities as assigned, including, but not limited, to the following key areas:
      • Regional water resources data sharing coordination and management 
      • Sustainable hydropower and energy development.
      • Water resources management i.e. flood management and forecast, water data management, water quality monitoring, and groundwater management.
      • Climate change adaptation.
      • Impact assessment tools i.e. environmental, social and cumulative impact assessment.
      • Socio-economic survey development and monitoring.
      • Fisheries management.
      • Coordinate program activities with stakeholders from the Lower Mekong governments, academic and research institutions, donors, development partners and business and financial sector.
    • Develop program reports and communication materials i.e. publications, brochures, posters and update website.
    • Coordinate consultants to deliver required assignments

    Basic Requirements

    • Masters degree in relevant field and at least 5 years of experience in the Mekong region (or BSc plus 10 years of experience) in water and environmental resources management, economics, social sciences, geology, and/or engineering,
    • Possess in-depth knowledge of water and environmental management in the Mekong region, and a good understanding of key stakeholders and institutions in the sector.
    • Creative individual with ability to think critically.
    • Comfortable working with officials from government ministries and other organizations, including development partners, donor organizations, academic institutions, non-profit organizations, and finance institutions.
    • Good communicator. High level proficiency in English and one of the Mekong country languages.
    • Well organized with strong coordination skills.
    • Ability to serve as a strong team player. Have a positive, enthusiastic, yet patient attitude.
    • Occasional regional travel to Lower Mekong countries.

    Preferred Qualifications

    • Advanced skills in power point presentation, graphic design, data management, and/or GIS
    • Knowledge of the political, social, cultural, environmental, and development context of the Lower Mekong region.
