    Mines to Markets (M2M) - Pact’s Mines to Markets Signature Initiative assists mineral-dependent communities to gain lasting benefits from the more sustainable use of the natural resources around them. Pact takes an integrated approach to its work in the mining sector: we link mining to livelihoods, governance, health, environment, and the strengthening of local, regional and national institutions. The M2M program is currently active in eleven countries, working with all scales of mining from large scale industrial operations (LSMs) to individual Artisanal and Small-scale Miners (ASMs) and their communities, in remote areas.     Position Overview

    The Technical Advisor will contribute his/her expertise and experience to work with the Pact Myanmar country office to develop and present to local stakeholders and bilateral donors a technical Concept Note on a pilot mercury-free gold mining facility. The Technical Advisor will serve as the project liaison with local stakeholders. This technical Concept Note should incorporate the following pillars: formalization/licensing of targeted miners, development of an appropriate mercury-free gold processing facility with incorporating holistic health services for improving the health of miners, gold/ore extractors and their families (the health component of this technical Concept Note will be developed with the support of Pact’s health team). No formal approach to government is part of this Scope of Work.

    Key Responsibilities

    • Work in collaboration with Pact Myanmar teams, including the health team and Mines-to-Markets team, to develop a technical Concept Note.
    • Provide a half-day briefing/debriefing dialogue with Pact Myanmar Country Office and the Pact Mines-to-Markets team via Skype.
    • Facilitate a half-day local non-government private and public stakeholder session (to include such stakeholders as Spectrum, MCRB, Myanmar Gold Enterprise Association, MGEA and other groups to be identified).
    • Participate in a half-day session with bilateral donors (including, for example, DFAT, DFID, GAC, JICA, Norwegian Aid, and others to be identified).

     

    Deliverables

    The Technical Advisor will submit in writing to the Country Director Myanmar:

    1. Preliminary findings on artisanal mining sites that could be explored as pilot sites. This should not be limited to Homalin and all exploratory sites need to consider the presence of military involvement in the mining sector as a disqualifying factor in the choice of location;
    2. A technical Concept Note (maximum 10 pages) that can be presented to local stakeholders and bilateral donors as a document for further discussion. The three pillars of the pilot project identified in the Objectives section above are to be the core components of this Concept Note. The Concept Note should also be presented in Power Point format for various follow-up sessions;
    3. A preliminary analysis of market size for ethically sourced, mercury-free gold. This analysis should be built into the Concept Note;
    4. Facilitation of and participation in a local non-government public/private sector stakeholder session (half-day event); and
    5. Participation in a half-day bilateral donor session to explain the concept and nourish further discussion including next steps.

    Basic Requirements

    • Individual cannot have been a Pact Employee (full time, part time, temporary) within the last years.
    • Individual cannot have been engaged by Pact as a consultant more than three times in the past 365 days.
    • Experience with Myanmar mining sector.
    • Knowledge of artisanal gold mining.
    • Familiarity with Myanmar mining stakeholders.
