    Position Overview

    The Chief of Party will be responsible for technical leadership and oversight of the project and will serve as the primary liaison to USAID and other project stakeholders. S/he will oversee the long-term expatriate and local staff, short-term experts, and partners in achieving project results. This position is contingent upon award of funds.

    Key Responsibilities

    • Designs and delivers programming to address systems-level constraints and build on opportunities to effectively and sustainably improve indigenous communities' active participation in the scoping, approval, management, and monitoring of large-scale infrastructure programs in the Amazon Basin.
    • Serves as the principal point of contact and Pact's representative on all contractual and technical issues with USAID/South America, relevant USAID bilateral missions, and counterparts in the private sector, civil society, national ministries, and regional or international bodies on issues related to project implementation.
    • Supervises project's senior leadership team and takes an active leadership role to ensure high quality programming that achieves project results, with a focus on ensuring that individual and team performance is optimized to accelerate project impact and success.
    • Counsels and mentors senior leadership team, and proactively identifies, addresses, and resolves project and personnel performance issues.
    • Leads the senior leadership team in the design and cascade of the project's quarterly objectives and key results frameworks, ensuring project-level organizational alignment.
    • Provides overall direction for the management, scheduling, and resourcing of project activities.
    • Oversees project planning (i.e. development of work plans and operating budget) and reporting (i.e. review and approve periodic budgets and reports).
    • Serves as Pact’s liaison to donors, partners, and government stakeholders.
    • Establishes, builds, and maintains partnerships with the private sector, including leading actors in the planning, design, and delivery of large-scale infrastructure and extractive projects, national and regional civil society, national and regional indigenous organizations, regional governance bodies, and relevant national ministries and departments.
    • Manages project budget to meet expected results, ensuring cost-effective use of Pact and funder resources.
    • Conducts regular monitoring and mentoring visits to local partners and stakeholders.
    • Ensures that funder and Pact reporting requirements on program impact are met.
    • Ensures close coordination with other relevant initiatives in the Amazon region.
    • Represents Pact at conferences, working groups, and meetings to support Pact’s thought leadership.

    Basic Requirements

    • Graduate degree or higher in environmental management, business administration, international development, economics, law, or another related field.
    • 10+ years of experience managing project activities focused on indigenous peoples’ rights and resources, governance, community-led or community-based development, natural resource management, conflict management and transformation, prior community consultations in connection with commercial projects, community land titling, water rights governance, and/or other relevant technical themes.
    • Must have familiarity with USAID's biodiversity policy, biodiversity programming requirements, and the application of situation models and results chains in biodiversity and conservation programs.
    • Must have prior experience managing USAID funded projects with budgets of at least $2m/year in a senior leadership (deputy chief of party and above) role.
    • Must have prior experience managing similar programs in South America.
    • Demonstrated ability to successfully engage, negotiate with, and influence multiple stakeholders at national and regional levels, including the private sector, government entities and regional bodies, academia, indigenous groups and networks, and civil society, on issues related to large scale infrastructure and extractive sector development, natural resource management, and indigenous rights.
    • Deep contextual understanding of relevant governance structures and systems, political economy, and the principles actors in the Amazon region as related to the intersection of indigenous rights and resources and large-scale infrastructure and extractive projects.
    • Core competencies in organizational- and systems-level capacity development.
    • Knowledge of and experience working with international, regional, and national regulatory and legal frameworks as they relate to large-scale infrastructure and extractive projects, including issues of free and prior informed consent and voluntary and mandatory best management practices.
    • Professional proficiency in written and spoken English and Spanish

    Preferred Qualifications

    • Experience working with indigenous peoples in Latin America, particularly in the Amazon region.
    • Prior experience managing programs in Brazil, Colombia, or Peru.
    • Professional proficiency in written and spoken Portuguese
