    Position Overview

    Pact is recruiting for a Grants Management Lead for an upcoming global project based in Washington, DC - Reach Targeted Children and Youth with PEPFAR specified services in USAID PEPFAR Program (RCAY) whose goal is to reach and sustain HIV/AIDS epidemic control for pregnant women, children and adolescents by supporting them through targeted clinical, prevention and mitigation interventions. The program will also provide an avenue for countries to transition their prime awards to indigenous partners.

     

    The Grants Management Lead is responsible for the efficient and effective administration of all sub-awards under this $100+ million program. This includes regulatory compliance, assessment and mitigation of business risks, and enforcement of Pact’s policies and procedures. The Grants Management Lead will work closely with the Chief of Party and other Technical Experts to ensure that the program functions in a collaborative basis in the base program and the global portfolio. This position is contingent upon award.

    Key Responsibilities

    • Leads the full cycle of subaward management activities, from planning through selection, pre-award assessment, negotiation, monitoring/compliance visits, and closeout.
    • Leads a global matrixed team to collect and analyze large amounts of data to meet program and donor deadlines.
    • Provides innovative solutions to complex granting needs and creates new granting models as needed.
    • Provides guidance to country-specific projects, including in-country staff, regarding agreement and donor requirements.
    • Leads the resolution of agreement-related issues and requirements with donor or sub-partners.
    • Monitors potential risks and actively engages with program team on mitigation of risks as they arise.
    • Contributes to development of relevant program-specific policies and procedures.
    • Provides training on regulatory and other matters to program staff, including remote training to regional/project-specific offices.
    • Supports and participates in community of practice and other mechanisms for knowledge sharing
    • Supports the development and realization of local organizations’ resource mobilization strategies.

    Basic Requirements

    • Bachelors degree, with preference for a Masters degree.
    • At least 10 years of relevant experience working with large U.S. Government cooperative agreements or contracts either with a for-profit or not-for profit implementer or with a U.S. Government agency.
    • At least 5 years of experience leading $5 million+/year complex grants portfolios which include USAID or NIH funding.
    • Ability to travel internationally periodically
    • Eligibility to work in the US required.

    Preferred Qualifications

    • Working knowledge of U.S. regulations and requirements applicable to development assistance and acquisition including OMB Circulars (e.g. A-122), 22 CFR 226 and 22 CFR 228, ADS, FAR, AIDAR, CAS, FFATA, DSSR, FTR.     
    • Demonstrated track record of successfully building and effectively managing diverse teams of employees.
    • Demonstrated effective interpersonal and creative problem-solving skills.
    • Demonstrated ethical management practices.
    • Ability to develop and maintain strong relationships with governments and civil society partners.
    • Professional-level English language skills (written and oral).
